I do not understand why they do this. I can think of no good reasons and a few bad ones.
In case it is not clear, I do not understand why they hide what they will nerf (or buff) until the last moment. What is to be gained from this?
Meanwhile I can see two downsides. The bigger one is that people will craft decks that will soon be ruined by the nerf, and then feel really bad about it but most of the dust they spent will be sunk in cards that are now useless but not directly nerfed. This is directly in Blizzard's favour since wasted dust = greater need for more packs for more cards and dust.
The second thing is that people won't be able to intentionally craft the nerf targets, seems counterintuitive after the last post but it makes sense. For example once we finally learned that Deck of Lunacy will be nerfed I crafted it, to have some fun with it knowing I will get my dust back. You can still do this since post-nerf you can craft the card and DE in the refund period without losing dust, but by hiding the nerf targets until the last second you narrow this window. Which if part of their reasoning is just petty, it is such a small benefit.
It doesn't even make sense if they are doing this on the fly and don't know what they will nerf. Because still they have some idea, they can say we will probably nerf Oh My Yogg, or just say that secret/aggro pala is on the table. That would be enough for people to know to avoid crafting decks that contain these cards or are this archetype. They can even add a disclaimer that they are not sure yet but this is their current thinking, it would still help a lot. And when they do know for sure what they will nerf, the only right thing is to announce it that very instant. Again for player benefit.
Just my 2c, it makes no sense to hide nerf targets like this and do everything suddenly
In my opinion that's the reason. If they confirm that "Deck of Lunacy will be nerfed the next week" all players will craft that card and spam it till the nerf is active.
Even if it's obvious that they'll nerf it, like happened with DoL, I'm sure that by not confirming until 1/2 days before some players will be scared to craft it until that moment, reducing the overuse of that deck in ladder.

But it is unlikely you have the cards to support Lunacy, i.e. the default no-minion mage of now. I would not craft epics for that deck knowing they won't be so useful after DoL is nerfed. And indeed my deck was just for fun and far from optimal DoL deck, I had none of the necessary epics and just put in any spell to make it to 30. Again the benefit of playing with that card for a week or two is so small it seems very petty to hide for just that reason. Meanwhile the harm is great as I've outlined.
Well, that's only logical. These decks are supposed to be good decks for each class. (Whether they are or not is a separate issue.) And since Blizzard is only going to nerf cards that are good, it's only reasonable to assume that several of the cards in these decks are going to get nailed. It's also reasonable to assume that several of the cards in these decks are going to get buffed as well.
The only reason I can think of is GM, but also that makes no sense whatsoever, that's some kind of next level Blizzard logic that makes no sense whatsoever. Because now the players might bring nerfed cards and some won't.
I think they should just announce the changes and push them out at the same time with no prior warning. Why do we need a warning? What does it change knowing that a thing will happen in a couple of weeks instead of now?
There's nothing I hate more than playing against OP cards which Blizzard themselves have decided are too good for their mana cost during the two weeks (or more) between the announcement and the nerf. It just feels like the opponent is cheating!
As for why they do it they way they do, I'm sure they have their reasons. Some may be cynical and some may be practical, but at the end of the day only Blizzard knows.

It’s always about money. They’re purposely vague on which cards will be nerfed so people will still spend money on packs and battle ready decks, then they pull the rug out from under us.

Sadly I see no other way than to agree with this. I see no good reason not to be more upfront about what they will do, even if it comes with qualifiers like "maybe."

i could imagine that it has nothing to do with an non eaten gingerbread house.
I agree, they should announce the nerfs as soon as they've locked their decision.

love when blizzard announces their announcements
Maybe the nerfs / buffs aren't 100% locked in yet and they are crunching numbers to make the next meta as balanced as possible.
yeah, im also mad at this. especially with these battle ready decks. idk if they will be available post-nerf. can anyone confirm this?
As far as I know they are already locked because they tell the nerfs to GM players to prepare and test their decks before tusday
They are doing it again! So stupid and pathetic.
Battle ready decks will be hit by nerfs. That's the only explanation.
What are they doing again?

They want people to pay money for battle ready decks that will most likely be nerfed lol.
