I thought Blademaster Samuro wasn't available in packs since we got him for free after purchasing the Tavern Pass? I could be misunderstanding something here, but I've opened him twice in packs in the last 3 days. I've disenchanted him both times, because I have the diamond version of the card.
The diamond card doesn't count for the normal ones right? They're both still grey in my collection, so i guess that's why you can get him. Still weird tho.
I think the deal was that he is still available in packs, but for the first week he was marked for a full dust refund if you happened to open him in a pack, because you could get him right away on the rewards track.
The same was supposed to be true for Mankrik. But I'm not sure how the diamond version works into this equation.
If you have diamond Samuro you shouldn't be able to get normal/golden Samuro from packs again until you have all the other Barrens Legendaries. Since you say you opened a duplicate as well I can only imagine that is the case.

Imagine a checklist of legendary cards, when you open one for the first time, it gets ticked off. You can disenchant it or whatever, doesn't matter. Its been ticked off. Once all have been ticked off, you can get duplicates. At least this is how I've always considered it.

[...] any cards you acquire and later disenchant (whether golden or non-golden) count as well. This means that if you get a card that you don’t want, you can disenchant it and you will not receive it again until you have all cards of that rarity from that set.

Yes, it seems that you have all legendaries already, b/c then you can get duplicates. He's otherwise normally available in packs.

This is how Blizzard said it works and the reason the OP is getting Samuro duplicates!
Since you opened all legendaries, it does not matter whether you have them all at the same time or not!
