If you use metamorphosis it’ll consume that too. Found that out after finding deck of lunacy in the discover pool. Not sure if it was intended or not.

Well no, my hero power did not "cost 0", since I never paid the 0 mana cost to use it. When I reckless apprentice when it costs 2, it does not remove me 2 mana
I think this is because of the structure of the Hero Power class in Hearthstone's code.
The class probably has an attribute called isUsed, probably in boolean type, which has value False if the Hero Power hasn't been used, or True if it's been used.
Tour Guide probably adds a discount attribute to the Hero Power object.
I think Reckless Apprentice triggers and removes the discount attribute, but does not trigger hero power's isUsed attribute.
In short, I think it's a minor interaction bug, but I think the bug is from Tour Guide's code, not Reckless Apprentice's.

Manafeeder Panthara doesn't even work as the card text implies anyway. I've said before Hero Powers need to be addressed cos the effects are getting more and more varied/complex with very little attention to actual interactions.

Your logic here makes no sense. Reckless apprentice doesn’t use your mana to cast your hero power so it makes no sense that it should remove a buff applied to the next time YOU use your hero power. On the flip side if that interaction makes sense to you then it should also trigger Panthara if it’s counting the hero power as being used.
He works with Ice Walker and his shots discount Frost Giant since the last patch. You can't both have the cake and eat it...
Actually, if that's true and Frost Giant gets discounted for each firing of the Apprentice, then it's ABSOLUTELY inconsistent to not activate Panthera.

Having said that, I've never found this stuff very interesting to debate. It reminds me of the days when we were playing tabletop Magic: the Gathering and had to read about errata and rulings for corner case card interactions. There was one absurd ruling with Thawing Glaciers (let's see if anyone is old enough to remember this) that allowed you to activate something "at the end of turn" and avoid an end of turn trigger till the next turn, thus getting two activations out of what was very obviously supposed to be ONE per-turn activation.
In the end, it's not particularly interesting to debate when we already know how it resolves.

They do a lot of bug fixes so if this is a bug there’s that. If this is a lapse in consistency they’ve addressed that on a few occasions as well, though I couldn’t pick one out in particular.

how does it work with inspire ?
