If you didn't know Healing Totem used to heal all friendly characters (including your hero), i think it was back in beta. Since the shaman hero power is one of if not the worst hero powers in the game, i think the nerf should be reverted.
I also think it would be cool if Searing Totem was a 0/2 that deals 1 damage to an enemy character with the lowest health (ties resolved randomly). I always thought the 1/1 was out of place with the other totems, and it's basically the same as the paladin hero power.
2. No, a basic totem shouldn't randomly deal damage to minions or opponent's face
3. Any class with a decent baku/genn deck is automatically not even remotely close to having the worst hero power in the game. In fact, the class with the worst hero power is druid and it's not even close to anything else. If you want to talk lame hero power then, different matter entirely, but worst no, not even close.
Having a good baku/genn deck is not the same as having a good hero power, Shaman has a good genn deck because of all the synergies with totems, not because the totems are actually good. Much like how the paladin hero power isn't that good, unless you account for the crazy synergy cards released almost every expansion. Same thing with secrets, they're not good on their own, but when you have all the op synergy cards together it makes for an insane deck with currently a 70% winrate.
The point is, decks that don't put in synegies with the hero power because they have some other game plan are really dragged down by the hero power and need a really good reason, like Shudderwock to do so. I think every hero power should be good at a baseline, and then synergy cards should be balanced accordingly

They're definitely not. They put stats onto the board. No other hero power does that. The whole point of introducing the strength totem was to make the totems more worthwhile. Now when you have a board full of totems, they're gaining attack, which makes them more threatening.
The Warlock hero power is easily the best hero power, followed by Rogue, then probably mage, demon hunter and warrior are tied. Then everything else is reasonably equal. Situationally the priest hero power is very strong, the Hunter hero power is the only one that's a win condition in of itself. But even then, outside of Warlock I think they're still reasonably even.

Sure they put stats on the board, but they aren't very good stats, before all the synergy cards were released in goblins vs gnomes onwards, paladin and shaman hero powers were considered the worst. And you'll really feel how bad they are if you play classic.
As for your hero power rankings, i pretty much totally agree except for priest, who has basically a better warrior hero power, but since they don't have weapons, it can't be fully utilized

And Warrior hero power works even at full health. I'd argue it's better overall than Priest. In a more board-centric meta, Priest is better. But that's not been a thing for a really long time.

but why should you judge HP in a vacuum if it's never used in one?

I don't know how you can say that all HP are balanced and then suggest a massive buff for shaman HP.
I wouldn't call it a massive buff... it's a significant QOL improvement. It improves the hero power, but not by that much.
