"Librams cost can no more get reduced below 1" that will be a balanced change
They're not designed to work that way... the only libram that can drop below 1 mana is Libram of Wisdom, which Pen Fligner aside is not particularly broken.
It's Pen Flinger that needs nerfed, or they can change how libram of wisdom works.
Every expansion becomes more and more stupid every meta is just aggro decks a 2 year old can play. Control decks have become stupid now you genuinely can’t predict what will happen due to random and discover. It just not anywhere near as enjoyable as the nax and even black rock days were.
Libram : 4 mana so less opressive in the early game. In mid-late game it still free.
Spring Water : 6 mana
Tickakus : 8 mana
So just kill every single card because you have the mental fortitude of a toddler and can't handle losing to them once in a while?
Nerfs aren't meant to straight up kill a deck. Nerfs are mean to reduce the power of the deck (most of the time). Mage, paladin and warlock are strong but barely game breaking enough to increase the mana cost of their cards by 3. Actually just changing spring water to 5 mana might be enough. Paladin you could just nerf hand of hadal to 3 (staple in every paladin deck), sword to 3 and aldor intendant back to 2 mana.
Yeah, whatever, fkn sick of Devolving Missiles. A 1 mana card that completely ruins certain board states and shuts down almost ANY tempo deck. Sick of it. In two classes, both of which have MORE than enough removal as it is.
They need to take a goddamned sledgehammer to mage honestly. It's NOT just Deck of Lunacy that makes it strong.
More specifically:
I want them still to just get rid of Mirror Entity and Counterspell. They're bad cards. There were way better secrets to include. I shouldn't need to do 5D math to figure out how to play around some Counterspell that got generated from a Ring Toss or whatever the hell. Or lose because my midrange priest/druid deck doesn't have crappy spells or minions to play around this trash. I doubt they're making core set changes mid-year, but I still can't believe they left these cards in.
Spring Water - Should be a 4 mana card that gives you a 2 mana discount if you draw a spell. So at best it's a 2 mana, draw 2. Instead of a 0 mana draw 2. This card literally requires no setup. It's not a fair card. Especially in a class that already has so much card draw.
Deck of Lunacy - 3 mana, transform spells into spells that cost 2 more.
Pen Flinger - Just nuke it. Sick of it. Make it cost 8 mana. Make it deal 5 damage to your face every time you play it, I don't care. But if you wanna make a reasonable nerf. Minions only, returns to your hand at the END of your turn. It's not a reasonable card in the game. I'm sick of playing against it.
Sword of the Fallen - 1/2 instead of a 1/3. Pretty fair nerf, brings the card into line.
Less urgently:
Libram of Hope - 5/8 taunt instead of an 8/8. This thing is a defensive late game card, it doesn't also need as much attack as a damn King Krush. Jaraxxus - Increase it's cost to 10 mana.
Soul Fragments - I'd... honestly nerf the hell out of pretty much every Warlock-specific Soul Fragment card.
Soul Shear: Deal 2 damage School Spirits - Deal 1 to all enemies
Soulciologist - Make the spirits she summons 2/2s. Why does a 7 drop need to summon 18 damage in minions because you played totally reasonable and powerful on-curve cards. Devolving Missiles - Should either be like 3 mana, or should be 2 mana, and only hit one target. (Sick of this card)
- Pen Flinger : a lot of possibilities here, like can't go face or doesn't work with 0 mana spells
- Lunacy : This one is a little complicated, if you increase it's cost, you will just delay the inevitable and if you decrease the cost of transformed spells, there is always to build around it to still get good spells, but still a good change
- Refreshing spring water : refresh only 1 mana per spell
- Sword of the Fallen : 1/2 would make it more balanced
- Paladin secrets : Make them cost 2 or 3 to be on par with other secrets, Oh My Yogg should cost 3
- Paladin secret Avenge : give 1-2 to a minion
- Tickatus : maybe reduce the burned card to 3 or make also burned the warlock cards too
Nerfing Sword of the Fallen to 3 mana wouldn't be wise imo. It would mess up the mana curve to a point that I think it would be more or less unplayable then. Taking one durability off would be better I think. Then you basically pay for the two secrets you get, get a 1/2 weapon and 2 "draws" on top for free. Sounds still very good, but not as broken. And you could still curve out nicely with Northwatch Commander or Crossroads Gossiper as a follow up.

What do you mean? control isn't even viable right now. They actually basically made a design choice to absolutely kill it. Aggro is unplayable since paladin is the best aggro deck and the best mid range deck (in the one list).
Paladin secrets at 2 or 3 mana would kill them. Perhaps adjusting individual secrets when necessary would be better? For example, Oh My Yogg! only triggers for spells that cost (3) or less.
The worst part of this meta is not rly these two decks separately, its that they effectively cover each others backs and dont allow counter queue. For example, Clown Druid eats Mage for breakfast, but gets anihilated by secret paladin. Control lock beats secret paladin easily, but cant stand the amount of burn from spell mage.
Theres nothing that counters both decks at the same time, so the meta is super hostile to counterplay.

Yes, I hate 'Oh my yogg!' but tbh I think is the only threat a Paladin have to counter Control decks. As a control player, that's the only card that annoys me because I have to change my plays, without 'oh my yogg' it would be a free win for sure.
Before the xpac Tickatus was shit but at least Warlocks struggled to finish the games. Now, you have TICKATUS, and JARAXXUS. That's waaaay to opressive.

Surprised more people don't have Animated Broomstick in their cross hairs. It creates huge board swings and I wouldn't mind it moving to 2 mana.
Would also like to see Pen Flinger nerfed. Maybe it returns to hand at end of turn or let it only target minions.
I think the game would feel fresher without these two neutrals in so many decks

Deck of Lunacy is fun, but is completely overrunning the meta when it was essentially meant as a crazy, meme card.
How about the following change?
Transform *some* spells in your deck into ones that cost (3) more. (They keep their original Cost.)
The card would then transform between 1 and all spells in your deck.
Think this actually strengthens its flavour while weakening its effect without killing it.
Sword of the Fallen to 1/2. That should be enough.
