MAke it less consistent, make it so that instead of being targeted, its battlecry deals 1 damage to a random enemy, that way it can be used efficiently in spell heavy decks that reduce their cost but it means its suer would have to think their pen flinger turns thouroghly.

Absolutely fine nerf. Then you could even play frenzy minions as a quasi counter. After all, the biggest problem with Pen Flinger now is that it can't be countered.
I don't think so... I mean that nerf would be nice but I'm sure that if Blizzard nerf it, It will be: you can only target minions. I'm sure It would be like this because (1) There are decks that use him in order to damage their own minions and activate combos, frenzy... and (2) the first issue with this card stays in aggro decks like stealth rogue or libram paladin, where you hit like 5 times the enemy head each turn.

I think this is the best change. Fits the flavor too.
My idea: It costs 1 more each time you use it (this turn only).
i would be fine if the card wasnt able to go face, the ping for 1 to face over and over makes a lot of diference
Also, remove the sound effect.
Makes sense, a bit like Knife Juggler for spells.

Spellburst: If this is the first spell you have played this turn, return this minion to your hand.
Spellburst: at the end of your turn, return this to your hand.
spellburst: return to the hand and hero take 1 damage
The devs already said they want to make it target minions only. No need to speculate further.
