There are a few classes that struggle with draw but they can make up for it with discover effects and random card generation. Paladin, Priest, Hunter, and Shaman are all in a similar boat with that.
Thats why Murloc shaman is not as good as expected. Not because the cards are bad but because 1 board clear is pretty much game over for Murloc shaman.

They lost underbelly angler. Murloc generation is better than draw for that deck. They finally have a crew of competent class and core murlocs but lost the generator.
Shaman has Guidance for discoverable cards as well as Marshpawn and Primordial Studies. Not great, but about the same as Paladin has, slightly better.
Paladin has much more card advantage. Their damn sword draws secrets and plays them for free, blessing of wisdom on crabrider gets two, liadrin generates a ton of cards, including blessing of wisdom and hand of adal... shaman is hurting bad when it comes to card draw.
It's okay, nothing impressive or unfair really, it auto lose vs control warlock, but besides that it has good results. The watchpost slows the game just long enough to start the totem train
draenei totemcarver is probably the worst card in there, it's still a yeti that sometimes gets bigger. People don't seem to like crossroads watchpost, but it fits the deck pretty solidly, and it's good against the legion of mage. (also it's another 5/5 for Kargal)

Draw/generation comes down to one thing - resources. Does a class have a way to make them or not. Priest has it in spades. One could contend that discovery is even better than draw, because it doesn't push the hand forward on the fatigue clock. When you add in the discount shenanigans.... yeah, in the words of J Alexander, F*** Priest.
Well now there is also Knight of Anointment, Northwatch Commander and the weapon that effectively draws + plays 3 secrets, thus thinning your deck. I think paladin is fine w.r.t. card draw
Cagematch Custodian is solid, but otherwise yeah, major screwing for a class that isn't exactly brimming with overpowered cards to begin with. Old elemental package was better in that regard with Bonfire Elemental and Servant of Kalimos.

I've also switched to totems but I have a hybrid deck with elementals. I don't mind totemcarver actually. Even with one totem on board she's still a 4 mana 5/6

Playing shaman at the moment looks like having constantly 2-3 cards max while opponent's hand is full.

If you want to run a slower Shaman deck, the only solution is running Taelan and Malygos.
Other than that, there's a lot of card generation but no draw.
