I think because the 2 cards you mention are pretty much guaranteed for every player as rewards so would feel bad to pop in packs.
Brukans unlock is much harder, requiring 25 legendary cards from the new set ( all of them until the mini set drops) so not many people will be sporting a diamond brukan on expansion day or week 1.
Because you need to own every legendary to even get him the other 2 are super easy to get and players would be sad to get duplicates of those without the dust refund.
Yes but once you get all the legendaries in the set the non-diamond Bru'kan becomes pretty much a useless duplicate like Mankrik or Samuro so I was thinking they could a least do a refund for bru'kan once we unlock the diamond one

by that logic you should be able to disentchant any card for the full dust value if you get a golden copy of it.

You get golden copies in packs not as a free reward. By your logic you shouldn't get a refund for Samuro, you just get a diamond copy on the reward track no need to refund the non-diamond copy.
You can already just disenchant your normal/golden versions of Bru'kan once you unlock Diamond. How greedy can you get, begging for a full dust refund after being REWARDED for collecting every legendary?

I'm not begging Blizzard i'm merely asking and suggesting to community members. How vile and disingenuous can you get ?
You can already disenchant your non-diamond Samuro when you get the diamond version, yet Blizzard has decided to refund it full cost. What's the difference between being rewarded with a duplicate Samuro and being rewarded with a duplicate Bru'kan ? How is one dust refund legitimate and the other greedy ? I still don't see the answer in this thread, maybe you have it, go ahead.
It is the duplicate protection, I think, if the diamond cards count towards that. Recieving one of the two legendaries that are guaranteed screws you over because you should have gotten a different one instead. The dust refund provides you with just that, a different legendary. It is not a matter of the diamond ones invalidating the original, as much as creating missed opportunities. Diamond bru'kan can't be got without the original, so there is no missed opportunity for a different legendary there, only a reward for getting them all.

The full refund is because you can get Mankrik and Samuro copies in packs during pre-release and before you get the new Reward Trail. Which in their case would be a waste of a legendary opening since there are free copies of them being given out. Whereas with diamond Bru'kan you're not missing out on anything by opening a copy in packs first.
I responded assuming you knew this already so my bad.

I knew this. There is a free copy of bru'kan being given out, the exact same way there is a free copy of the other 2 being given out, the only difference is the requirement for unlocking them, which is totally irrelevant.

So because unpacking Bru'kan is part of the intended requirement for unlocking diamond Bru'kan, because the system is made to screw us with an intended duplicate there is no missed opportunity.
I mean, that makes sense in a very twisted way I guess. If the requirement for unlocking diamond Bru'kan was ANYTHING but collect all the legos including Bru'kan, there would have been a refund then. That's the Blizzard touch. And somehow I am the greedy one lol.
Thank you anyway, for your answer and anyone who tried to come up with your answer in a less civil manner.

"Blizzard engineered a a purely aesthetic reward to be more than fair, therefore not entitling us to a refund, therefore they are being greedy and not me for questioning it."
They literally could've made the Diamond Bru'kan REPLACE your first copy. But yeah, 400 or even 1600 dust on top of a shiny skin isn't enough for some people.

You know what a "chazzer" is?
No, and judging by your 2 posts in this thread, you will be in my blacklist before I know the answer.
Please have mercy!

Guys did you already get rewards for achievements and neutral card Captain’s parrot? Because I got only Year pack and golden Classic pack after patch.

Turns out my comment still stands. Haha.

LOL
The unlock requirement is completely relevant :^)
