If the opponent chose their cards first, as soon as you select your cards, the UI will update and allow them to greet you, but your UI will still be playing the animation of switching cards for a brief amount of time. Not sure why that’s important though.
I also always noticed this, if you use deck tracker, when your opponent's turn is over, before you start your tracker timer already counts before the animation of your turn appears. I think there must be a little delay because of the network, I always hated that.
I think I've only ever experienced this when I'm going second, can anyone confirm that?
Also, has this ever happened to you before you've selected your mulligan cards? Because I think that your opponent should be stuck on the mulligan screen until you've actually hit the button to swap cards.
Basically, if they can emote you while you're both still selecting cards, that seems weird...

Because it's not abnout how stable your connection / ping is. It's to do with packet loss, server latency and a host of other bits and pieces that all have an effect. Just because you have a perfect connection to your ISP doesn't mean your ISP has a perfect connection to Hearthstone's servers.
For example, sometimes I hit the button to find a match and it glitches and suddenly I am in the game and getting my mulligan. And then I have to wait ages for the other person to "catch up". Plenty of time for me to spam some "Hello! Hello!" emotes etc...

Now that you mention it, such a thing happened to me once. I was a bit confused, but didn't bother too much about it 'cause as I said it only happened to me once.
