Have some cards you can craft if you need NOW! to play but the best advice is save your resources for two weeks AFTER the release and see what is good or not.
If you really want to craft something now, it would depend on what you have and don’t have and what decks you like. Jandice is probably the best general craft, but that doesn’t apply to everyone.
Sets that rotate to Wild do not offer dust refunds on the cards that are being rotated. It never did, for your information.
This only happens when they moved cards to Hall of Fame. This will most likely never happen again with the introduction of the Core set.
Except it was explicitly said that Classic and Basic cards would always be part of Standard. And indeed they were even marketed as good investments for new players hence that beginner bundle that had a guaranteed Classic class legendary and a number of Classic packs for cheap.
This has now been betrayed. But even before this pretty much any outstanding card from the Classic and Basic sets has been nerfed or moved to the Hall of Fame. Which was also a betrayal because by leaving mostly bad Classic cards the overall value of the set decreased it to near irrelevancy compared to the new sets forcing you to spend more money if you want to remain competitive.
But you know the really insidious part? By slowly nerfing the Classic set (attacked from the other side by powercreeping the new sets) into irrelevancy they have prepared the ground for this. Even now you can see players go "well it doesn't matter much that Classic cards are leaving they are not that good anyway." Their past betrayal ameliorates the new betrayal, it is quite devious. In fact they probably only kept Classic cards to ameliorate the introduction of Standard itself which was also a massive betrayal since no one said anything about this when the game was young.
The only constant is that Blizzard will make moves that hurt true F2P and really any player who doesn't want to spend a ton of money. For their money grubbing ways I have decided to not give them a dime until they change. Which they never will but still the option exists.
As for the OP. You only want to get cards from the newest expansions (Madness, Scholo, Ashes). If you want to be have a good deck on the cheap (and one that has a fair chance of working post-switch) I suggest aggro rogue. If you are happy enough with what you have now you may want to hold on for 20ish days and buy only Barrens packs, those cards will be in use for two years and are best value.

Right, except that now the entire set will be free every single year. Every time they rotate, it, every player will have the full set. You can then dust your rotated cards if you so wish, I certainly will be doing so, especially with certain cards.
Free to play players contribute zero to the game outside of helping queue times. They shouldn't be catered to primarily. The free to play crowd is an unfortunate subset of players that have to be considered because numbers ultimately matter but as a base of players who contribute zero of any value to the game, it stuns me that they typically come across as the most expectant.
I would be happy for all companies to agree to not cater to free players what so ever and for nothing to be free to play. Mainly because it's driving behaviour that I don't think is healthy overall. An entire generation of people think they are entitled to free things and need to be the center of the universe because they think they are special. Every single online community I've been a part of, the free community has been the most toxic, abusive, demanding set of players. Fred loading bunch of scroungers, modern day beggars.
Note this does not apply to people who play the game for free because they are trying it or simply can't afford to pay but don't then display the demanding, toxic behaviour above.
Free to play players contribute zero to the game outside of helping queue times.
This statement is so dumb it really irks me. Contribute zero? How about the fact hat me, a "p2w" player, got shown this game by a f2p player? How about the popularity of the game overall, do all the millions of players spend money, or a small percentage of them? How about all the views on twitch attracting sponsorship for streamers, competitions? How about having people generally spread word about this awesome game?
Get off your high horse. Every single player is valuable to the game.
Old Ysera is dust refund, though no confirmation on if it's a DE for full value (what I expect) or a hunk of free dust. That's because of the nerf, though, not rotation.

How tf are they hurting F2P by giving them an entire set for free? I pay for the mega bundle every xpac and have played since beta and I'm still missing like 14 Classic legendaries my dude.
They are literally giving F2P players tons more than they ever have, the rewards track has already given me over 10k gold this expansion when I normally was only making 5k-ish. You get a free legendary for logging in, you get a legendary guaranteed in first 10 packs, you dont get dupes, you get two free legs through rewards track...
Wtf do you want, for them to give you the entire set free at this point?
It used to be that you'd only earn ~30 packs over the course of the expansion my guy. Now I've opened more packs with gold than I have from my mega bundle. You're just being a whiner for the sake of whining at this point.
The problem with entitlement is that it grows ever stronger, no matter how much others do for you. It must be a hard way of living to realize one can never truly be satisfied and grateful.

Amazing, can you deepthroat that boot even more? I know some producers in Cali that might be interested in your talent.
Also you can't even read, I said I won't give them money anymore which implies I did in the past, a fair bit too. And I would again if the company stopped trying to skin me and made a product worth supporting again. Anyway I doubt there is any point in conversing with someone as brainwashed as you but for the benefits of others. That we get Core free is nice but it doesn't mean older players weren't screwed over. We were told to invest in Classic, that it is a safe, evergreen investment, many did. Now it's gone. If this promise wasn't made people would invest more in newer sets presumably getting more value and fun out of it. Just don't break promises in general m'kay, makes you look bad.
Anyway I laid out my arguments why Blizz has been scummy in the way they handled things since Standard was introduced (and the dust economy is arguably an ur-fuck you). People can agree or not. But I will not support a crooked system that has you on an eternal, ever speeding up treadmill that you can never keep up with unless you splurge great amounts of money. If Blizz were honest and hardworking they never would have introduced Standard mode, instead they would produce balanced but innovative cards that would capture people's attention without powercreeping or dumping them into wild every two years. But that is not the world we live in.

What cards is better to craft before the new expansion?

There are no dust refunds just like how it happens when some cards move in the hall of fame?
No dust refund. Just plain loss

Its better for you to hold off from crafting any cards until 2 weeks after the FotB expansion is out.

This. Dust is king right now, wait until you know what you want to play.
If the new meta Is noticeably unbalanced, I would be even more dust conservative, as your investment could get ruined by nerfs.

Yes, the players have gotten some rewards, but there are some very important factors making the game more expensive as well:
-The classic set being weaker and weaker, and it is now ditched completely as evergreen in Standard.
-Decks are generally more expensive now, nobody flinches at a 12k dust tag anymore.
-The ratio between class and neutral legendaries has shifted, forcing you to spend an incredible amount if you want strong decks for all classes.
