We've all played other games where there is a decent reporting system for players, or giving feedback (like DotA2). I think that such a small yet significant installation would improve a lot the game and the match-making experience.
For example flagging a player that ropes, or a player that uses extensively emotes? I think that players have this bad attitide and behavior because the reporting system is flawed, or simply nobody cares.
Wouldnt it just get massively abused? You could have a total gentleman playing a deck thats a bit annoying to lose to and he’d get reported to oblivion by salty platers

It's the players who make it toxic. There are so many flaws with a reporting system in a game like this, I have no idea how they are supposed to effectively police it. Stop blaming other people for not controlling the behaviour of grown adults, I wouldn't expect them to pump resources into investigating people who have 'used too many emotes'.
It just says a lot about the general demographic of this game and the stereotypes people would attribute to people who typically play games like this. I mentioned about hearthstone once at work and the assumption was immediately that it would be nerdy, sweaty, smelly type of crowd and whilst the generalisation isn't fair, there's clearly a 'type' of person who tends to play this game and they do seem to get a boost of self esteem by spamming 'greetings' once they have secured lethal with their face hunter deck. Even a good chunk of the content creators are creepy and odd.

Yes, it would. In fact, I would imagine it would be primarily used just to troll and annoy people, including those who receive the reports.
Roping and BMing, although annoying, isn't against the rules though. I don't know if you're familiar with the concept of 'sledging' in cricket but it is where the opponents insult the other teams player to try and gain an advantage, and although very 'unsportsmanlike' (and pretty close to the bone at times) it is part of the tactics of the game to gain a psychological advantage. Cricketer's aren't allowed to tell the umpire that they don't want to play with the other players anymore because they hurt their feelings. There isn't a single sport or pastime where 'sledging' in some form doesn't exist. If some HS players are so delicate that they get upset by having to wait up to 2 minutes or being told hello (which you can even do something about at the start of every game) then I fear for them in real life.

Give tilted players tools to "get revenge" when there is no actual communication between players. That's a real smart idea.

I ain't even mad. I am roping myself when playing specific decks. I just believe that the game would be healthier if there was a feedback system. Something that would notify the developers with some variables attached to it. Like in DotA2. That's all.
The reasons why a report system works in games like DotA and LoL are mainly:
A player CAN throw away the game (or at least make it very hard to win for his team) on purpose, which is something that can't happen in HS for very obvious reasons
A player AFKing,while kind of annoying for the other team too, is mainly a problem for his team because they get a loss with nothing they can do about it besides report him....again I think you can see why this doesn't work in HS
Team chat and all chat toxicity, people insult each other quite a lot there...but that's mostly between teammates, usually if someone is doing poorly, although sometimes it does happen that someone flames the opponent (usually for Champion pick) now while personally I would like a way to comunicate with my opponent even if he's not in my friend list I do believe you can see why, once again,a system like this doesn't fit in HS
To focus more on the examples you've made:

I 'm quite dubious about this, but I have to admit that the Overwatch system seemed to have a positive impact on the community. As someone who actively tries not to be awful, I'd quite like to see a shining halo over my name. :)
As far as roping is concerned, I think the new Nozdormu is a good enough step in the right direction to hold off complaining for a while. And there is a mute button for emotes.

However, I used to play another card game for some weeks (that btw. had a 2v2 mode) where players could give a positive reaction after the game and if both players do that, get points that translate into rewards after some time.
That could be interesting for HS, too. Two players agreeing to not be toxic about a game and getting, let's say, 5 exp? You could still "punish" annoying opponents by not giving them the thumbs up after the game to deny the 5 exp, but you'll hurt yourself by doing that in the long run.

Why would you flag a player for doing something that is completely normal and within the expected parameters of the game, such as using their full allotted time or using the emotes system? Should people flag you for playing a card they don't happen to like? What about flagging you for playing Demon Hunter or Rogue because they happen to think those classes are "cancerous"?
The systems you use as an example are for reporting on the game itself - was it laggy? Did you have d/c problems? That sort of thing. Which in this instance would, yes, be very useful. But I'll be honest here, wanting a report system for the sole purpose of complaining about the way another player chooses to play just because it happens to trigger you, comes across as really quite entitled and more than a little selfish and childish.
They should design it so that you can choose "roping" as a reason for the complaint. That way, people would think that they were reporting annoyiong players and the back end systems could auto-disregard those kind of reports. Everyone's happy.
