Together these cards give you a means to empty at least a good few cards from the opponent's hand and really disrupt their play. Not saying it's "broken" or any similar "End is Nigh!" doom-speak, at the moment, because it's far too soon to tell, but it is certainly something that i see becoming a real annoyance.
Felsoul Jailer is also a Demon, so can easily be discounted to make this play a lot earlier in the game, and can be tutored as well. And there is always Ancient Brewmaster to repeat the process again later.

And your comment kind of shows you don't see what this combo actually does. It removes 2 minions, not one. And it also only costs 5 mana, with the discounts mentioned above.

That's what Aggro is for. This combo will never work vs. Aggro because Aggro is out of cards at this point (7 Mana Crystals) anyways. Also, as most people mentioned above, I don't believe this is as problematic as you think it would be.
This combo will only see play if the meta is absolutely dominated by a combo deck that relies heavily on one minion (like Raza Priest). I don't see how exactly this combo can be "easily discounted", as Free Admission and Demonic Studies are the only cards that would work for getting the combo live before turn 7 (unless you can stick a Kanrethad Ebonlocke, which I doubt). With Demonic Studies, you still can't play be combo before turn 6, and Free Admission would not reliably discount demons in a deck that runs several Brewmasters, as you're suggesting.
This combo does NOTHING against aggro, and running several cards that only works for this combo will reduce your chance of drawing the cards that keep you alive. Even against combo or control, this is such a weak turn 7: you spend SEVEN mana and TWO cards to discard ONE card from your opponent, and you're left with a 3/2 on board. That's just not very good.
Tickatus is better in every way: it only takes up one deck slot, it destroys more cards, it costs less and leaves you with a much better body on board. I cannot see a single reason why you would run the Felsoul Jailer / Brewmaster combo in a world where Tickatus exists.

Some seem to think that if a card is "problematic" that instantly means it has to be dealt with or changed or even nerfed in some extreme cases. I guess this would explain some of the knee-jerk replies above from some users. However, this interpretation is not the correct one in this particular instance. By "problematic", I mean that the combo causes problems for some decks / types of gameplay. In particular, combo decks (or even some control decks) that rely on one or two specific minions in hand for it to work.
A prime example would be the current Mage and Shaman spell damage decks we are seeing making an impact in the current meta. Even those which include Malygos as a central OTK piece (which is obviously less relevant once the change happens).
Of course this has no effect on Aggro decks. Nobody said it would, and that is such a terribly bad strawman argument that I'm not even going to address it any further than this. Lol!
Finally, while Tickatus might be a better overall value card, it's effect is completely different and does not fill the same void that this card does. Once the player has their combo pieces in their hand, Tickatus is useless. In fact, in the same way that this card has no use when the opponent has an empty hand, Tickatus becomes useless once the opponent has an empty deck. Yet this card can keep on screwing with the opponent's hand at the end of the game. Meca'thun, for example would be a perfect target at this point whereas Tickatus would just look stupid sitting there uselessly on the board.

I sincerely promise you that you will see this win a game approximately 0% of the time, because it is not even close to impactful enough to matter, it costs 7 mana and two cards, and the cards are bad individually thus will never be run. Dirty Rat cost 2 mana and is 1 card. This costs 7 and is two cards. No one will ever run this. You should never put yourself in a position in which the correct play is to play two bad cards in order to remove one random card from the opponent.
Edit: Even in optimal circumstances, you don't actually gain anything from doing this. In terms of value and tempo, you are paying two cards to kill one card and that card is random. There is literally only one deck this combo would ever be the play against, and that is Raza Priest. Which doesn't exist in standard anymore. If you don't hit Raza, you lose, because you are throwing away two cards in exchange for one, meaning you give your opponent value by doing this LOL
