Classic has 240 cards, Basic has 143, for a total of 383. 2nd grade math shows that means 233 basic and classic cards are being rotated out, they are leaving about 40% of the existing sets in.
All Basic and Classic Cards are gone, rotated. Some are coming back in as part of the rotating core set. So for Fireball, there's going to be a Fireball - Core and a Fireball - Basic.
Fireball - Core can be played in Standard and Wild. Fireball - Basic can be played in Wild.
If Fireball isn't added as part of core in 2022 then only Fireball - Basic will exist for 2022, only playable in wild.
Classic and basic will rotate, but some of the cards will "come back" from those, sets, since this is the first year with the system it will be a little confusing, just imagine the rotated cards were out of standar for 5 minutes, and then came back, with the next year set core will be more clear, with diferent basic and classic cards coming back after a year out of standar

Is there any information of if we will get any dust refunds for the cards we already own that go into the core set? Example... Should I dust Tirion Fordring now since I’ll get it for free when the core set gets released?

We are getting no dust whatsoever. Blizzard considers it a set rotation.

You will receive Tirion as a loan for all modes that use the Core Set. So if you plan to only ever play those modes, you can dust those cards.
Keep in mind that the Core Set rotates each year, so while we have Tirion next year, he might be out after that.
Since there is no dust advantage, keep them until after the rotation and see which other modes you might be interested in where you would need those cards.

Does someone know when the patch of the rotation (20.0) will be live?
Probably late march.
Since last day for preordering in March 22, I would wager that rotation and expansion release will be March 23.

I won't be surprised if the Core Set will be introduced few weeks before the rotation. Not likely but not impossible.
