Well apparently you are only able to enjoy the game on the rank of legend because player will only than start to play meme and fun decks. Players who want to reach legend will most likely play cancerous decks.
Players who do not want to reach the rank of "pointless legend grind" will not have to play against cancerous decks since you will only be matched against players who chose the same as you. Meaning, you play against the player base who actually want to play the game with meme and fun decks and not just brainless canerous board flooding decks that enable them to rank up fast to reach the "pointless legend grind" rank.

Casual needs to be given more love. Basucally let us complete the achievements there and make casual games count towards 1000 win portraits. That's all I want.

You want the rewards, achievements and benefits of competitive play but want to have it so you can play uncompetitive decks and not suffer any downside?
You aren't looking at this through the lens of a developer, health of the game etc at all, this is just an emotional, pretty selfish desire of yours and it rightfully wouldn't be implemented because there's just no benefit to doing it. If anything, I can imagine it annoying other people more than it pleases the people who would want such a system.
You can't want to be competitive but have non competitive circumstances. A child would understand this, it's just not how anything works.
Why would anyone bother with 'regular' ladder in this circumstance? Getting to legend isn't worth it from a rewards perspective, it's like one extra pack. So a ton of people would select the one you want anyway because they too would be looking for an easier ride. You'd get the same meta decks because you get this in casual and you'd still be complaining. All the whole a bunch of dev time was wasted designing and implementing this pointless feature.
Terrible suggestion, but if that was an option, players would intentionally not pick legend to grief others with op decks. Kinda like smurfing. Play casual, because if you're lucky enough, you'll face players that just started the game and your janky homebrew might win.

People almost always neglect to consider this point. Meta isn't a hearthstone phrase or unique to this game. It's the most effective tactic available and will alway, always exist in any competitive format. There's generally a 'META' in actual sports as well as games.
Everytime you get rid of or add something, a new meta will just form around it.
Honestly think some people assume meta is hearthstone terminology and refers to something like 'current state of standard' or similar.
I agree the grind from Diamond 5 to Legend is the worst. It's probably the most competitive place in HS outside of like top 1000 legend or something. A better solution would be to just keep the win streak bonus and then to boost the amount of stars you get by reaching a rank by 1. I.e., if you hit Legend, you should get 11 stars so you can move through D5-D1 quickly. I don't understand why reaching Legend only gets you 10 stars, requiring you to grind D5 again and again and again.
Just play the decks you want to play. If everyone else is playing cancer, presumably your rank will tank, and eventually you won't have to play against the same cancer anymore.

I've seen plenty of fun decks on D5. Also the majority of opponents in low Legend still play tier1 decks.

This is entirely pointless. Your matches are based on mmr, not rank. Where your rank finishes will have no effect on the jank density.
