These will essentially be temporary cards that you do not own and cannot disenchant and can only be used for Standard decks. With each rotation the previous core set will disappear and you will get the entire new core set in the same manner.
Your own collection will be useful for every other format (Wild, Classic, Duels, Brawls). If you never plan to play anything other than Standard, then you won't need them again.
As far as i get what theyre saying, they are making one rotatable set that everybody will own due its rotation time, when that time ends they will introduce new one and remove old one. Those cards will be uncraftable.
So basically Blizzard is borrowing us the cards for one year and after that they will take off again this CORE Set to re-introduce another one.
I don't think they'd just completely change the entire core set year after year, it'd be pretty insane, I expect them to swap a sizable number of cards to keep it more realistic. Could be wrong ofc.

My understanding of it is that the core set will be changed every year with the rotation of the expansions. Kinda like a double rotation.
This feels like a good move, because then they can more closely control the interactions between the core set and the current year's active expansion sets.
So hopefully there won't be anything crazy broken, or cards needing a sudden nerf because there is an interaction they didn't expect. (IE: Foxy Fraud, Shadowstep and Edwin VanCleef)
Hopefully this will allow for better/fun synergies with cards but nothing that will totally break the game.
You can disenchant any of your classic/wild cards that are going to re-appear in the new core set. But your new core set copies of those cards will be taken off you at the end of the year when the core set changes again.
Its like if you disenchanted your own Sylvanas & N'Zoth back when they were reintroduced to Standard for a limited time. You just wouldn't have ANY copies anymore once the event ended.

So it works in the same way as they did in the past with some WILD cards like Sylvanas.
They specifically named shadowform as the only Hall of Fame card. So I don't think Sylvanas will be in this core set.

i wouldnt dust cards that can be played in wild. because that card might not be around in this years coreset. (but still legal in wild)
