Some hero powers are either too weak (when overpriced), either too strong (when underpriced), and since you can adjust them only by 1 gold, sometimes there's no way to balance it properly (at least for now). Galakrond and Elise are pretty good examples, because 1 gold difference in their hero powers elevated them from trash tier into super tier.
They only leave one to two op heroes at a time. This makes people pay for the pass. It used to be gala now it’s Elise... the more op heroes there are, the more chances you will get one when you only have two options
Galakrond was barely Tier 3 and the power of the newer heroes pretty much would have made him trash tier. Makes sense he would have been removed. His win/pick rate was abysmal
We are talking about Galakrond after the buff, they made his hero power cost 0.
On HsReplay it was tier 1 after this buff.
Even at 0-cost it was still barely playable due to the sheer inconsistency of the 6-drops and being forced to keep the tavern frozen every turn. Sure, on a God-roll you could do well enough, but for the most part that never happened. Add to that the fact that the current meta is so ridiculously fast and people die by turns 4-6 even, that's why Galakrond is even worse now than he was before. All that said, I can't see any tier list that says he is currently Tier 1.
Well if I can't play him, they should remove the freaking achievement for him because now I can't complete all BG Achievements. He better get rotated back in next season.

A fair complaint IMO - one can only assume that he will be back in afuture rotation, because having a non-completable achievement truly doth sucketh!

They removed him few patches ago (19.2) patch notes - https://playhearthstone.com/en-us/news/23584141
He was the strongest hero, tied with Elise i think.
Never said why it was removed.
I guess they didin't like how easy and early it was getting those strong 5 and 6 drops.
Was pretty unfun getting mid-game one-shot for 30-40 damage by a high rolling Galakrond.

Yeah they removed him and zerus because of the highrolls, while keeping reno and after that they added omu and buffed elise OMEGALUL Balanced indeed.
