I can't even fathom why they wouldn't just let the player choose what they want. I mean, worst case scenario is they are still buying a bundle... even if it's the cheap one. Is that so bad?

I'm seeing both. In the game engine, the exclamation point over the Shop icon led me to the 35 packs for $29.99. However, within the Battle.net app Shop tab, I'm offered the 20 packs for $19.99 (which is preferable to me). Make sure you check out both places if you want one over the other.
Some players report different versions of it. I got a 20€ for 20 (Darkmoon Faire) packs + 2 legendaries.

Well, good news! No matter what bundle you get offered, you can purchase the 20 dollar/euro bundle on blizzards website.

That’s what I experienced. In the shop it was the 35 pack one for 39.99CAD
and in blizzard shop online was the 20 pack one for 24.99
