I obviously don't know why these classes got the legendaries this time, but legendaries are often shiny big cards, very synergistic build-arounds or top end burn stuff. Aside from the burn cards/finishers, this is something you see more in midrange, value/control, combo lists than in aggro. Classes that have traditionally had more aggro decks don't need that many legendaries and usually don't play many anyway like hunter or dh. Aggro decks should and will usually be cheaper because they are the entry point for new players. So these classes will likely not see that many legendaries in small sets in the future as well. 3/4 legendary classes from this set are more control-oriented and rogue is a mixed bag at this point because it can go very long with all the card generation.
Also, you shouldn't assume that the current meta is a reason for them to add legendaries to certain classes or actually anything because Blizzard usually makes these sets some time in advance, so they only reflect the assumptions they made about what the Darkmoon meta could look like. The usual desgin philosophy in card games is to promote some strong synergistic stuff and then create cards that counter these, so that people buy their product first to get the great stuff and later to counter it. This is why a card like Shenanigans exists to counter the weapon tutors of Shaman and Warrior and why a high-tempo corrupt synergy legendary was given to priest. I would assume that the next major set has some mechanics that either further promote Corrupt or completely delete it from the meta because after the rotation, some of the corrupt cards might look even stronger.
Am I the only one looking forward to the mini set? Meta has been pretty similar for a while now and the chance to mess around with over 30 new cards, whether they are tier 1 or not is just a refreshing change. Some really fun looking cards and it's OK for decks and cards to be fun rather than tier 1.

It feels like a lot of these cards were meant to expand on current ideas, maybe help push other archetypes back into relevance, and quite honestly, that is a great thing.
They don't always need to release a shiny new idea, force the archetype with all the cards synergizing with it, and then drop it for the next expansion.
They brought back dormant and spellburst, while also giving a variety of choices for existing decks, so I'm happy about it.
I can't wait to turn two shaman evolve weapons into bananas and make the opponent concede. The mage spell will also be a lot of fun. Will probably build some mage OTK with the Phoenix and the biscuit
Also very curious whether the neutral legendary will have an impact on the meta or not. Only card I don't like in the new set is the Libram weapon because I think that it wasn't necessary to give this to the deck

Yeah I really like the idea of bringing back older keywords. A fairly common complaint I've seen within the community has been a lack of ongoing support for things like reborn etc. Would be nice if each third mini set had some older keywords in, even cards that didn't quite make the final cut for previous expansions etc. I'm sure they've plenty of ideas and material just sitting there.

It seems really powerful and the fact it's a libram just goes so well into already existing decks and archetypes.
