If you have all Darkmoon Faire commons and rares now + you buy mini-set for 2k (so you'll have all the mini-set cards as well) After that, when you open more Darkmoon Faire packs you'll get extra copies of commons and rares from both: Darkmoon Faire + mini-set ones. So yes, you can stack mini-set cards if you do it in this order to get max value if nerfs hit mini-set cards

Firstly: I heardsomewhere that you get an average 100 dust per pack (i think Youtube with the calculating robot) . The entire set is already over 2000 dust if you dust everything, so a better buy than any packs.
Second: with the rotation comming up, these cards will most likely be a huge part of the upcoming meta's, even if they don't have a place in this one. We saw the same with Galakronds awakening. Just 2/3 cards that are still being played, but early 2020 there were many more. Much of this can be remedied with packs... but still at a higher cost (dust wise see point 1)
Unless you already have all the epics in Darkmoon faire double, I think the buy should be a no brainer for any F2P player, if you have over 5000 gold. (that would make a 40 pack start at the rotation probably)

Keep in mind one thing. With the new duplicate protection, if you disenchant a card that was nerfed that doesn't mean it's guaranteed you will open it in a pack since the game registered it as already owned so you can open other cards you already have 4-5 copies of each. And now with DF and its miniset cards being in the same packs, I'd say the odds of opening the exact nerfed cards are really low.

probly not worth it since then you will get epic and legendary 2x and not the 1 you missing from old DMF cards

Exactly. They effectively become part of the Darkmoon set. They can be found in packs and crafted, as soon as it's out.
To the OP: I recently commented on the same thing. To keep it short: In very specific cases, like if you don't care for completion, or maximizing dust, or really need to save the gold for the next expansion (keep in mind you have roughly 2 more months to get gold), you don't need to buy it really. But I think for most players, it's the better deal spending 2000g than getting commons and rares through other means. Even if you can get the cards you want without making a loss, you are better off spending the gold, keep the cards you want, and disenchant the rest. If you can, in good conscience, spend the gold, you'll get more dust this way than spending the gold on any packs you would buy for other sets.
As for "needing more gold": In my own little experiment so far, I have spend 0.0 gold on Darkmoon packs so far. I am two packs away from having all the commons, and I probably will get all the rares through ladder rewards eventually. I might be missing one or two by the end, but it's looking good so far. I will buy the mini-set, because a) it's affordable, and b) my personal goal of a "good" collection is easier achievable with it, mostly for getting as many legendaries as possible (even if they are not top tier candidates).
But more importantly, aside from the mini-set, I might actually be able to get a good chunk of the entire set (all commons, all rares, handful of epics, 5/9 legendaries) for 0 gold, or respectively 2000, all through promotional packs, twitch drops, Book of Heroes, etc. etc. I will probably elaborate on that when I get there. But even IF spending 2000g for me turns out to be mandatory, it's only 2000 out of 5650 that the reward track more or less guarantees, which is fair in my book.
Long story short: Even if you spend the last bit of gold you have, I think you can compensate quite a bit of it in the next expansion, if you follow my example.
