Not too crazy, but it would be much more complicated to balance legendary cards, and they would certainly lose their "legendary" feeling. Rogue would be especially thrilled to run 2x Edwin VanCleef.
Most of the broken cards in the game have not been legendaries.
Having two copies of big payoff cards (N'Zoth, God of the Deep and the like) would be unnecessary/too clunky imo. Unless the meta is really slow or you need more consistency for your combo deck.
Double highlander cards would negate your other highlander cards, though.
2x edwin wouldn't be broken the way OP means, it would be the same level of broken, but twice as consistently.
Double Jepetto/Malygos is deffo broken, though. As would double patches.
You'd just double one that you liked and maybe ditch the others :)
Tickatus could be pretty brutal. Im thinking wild decks with the old reno and control warrior with two kargath and rattlegore. Patches would be pretty fucking nasty too.....
Why are you talking about running double highlander cards and heroes? It makes no sense. You realize that there are tonnes of ways to multiply minions and play them many times in the game, right? Raza priest already puts all their cards in order with Lorekeeper Polkelt, duplicates will ruin the deck, period.
Also, there are plenty of broken cards and combos in this game which are balanced by the fact they don't happen so often. Consistency and power goes hand-in-hand. For example, I got a nut hand to bring out a turn 1 Colossus of the Moon with Big shaman, but you can't rely on that. Double (old) Edwin on the other hand would break rogue because of the more consistent explosive earlygame. Look at Boggspine Knuckles, which would not be nearly as problematic if the deck could not almost guarantee that the card was played on turn 5 or before and even bring it back for less mana.

I think that it is more the fact that running two zephyrs (for example), makes the likelihood of finding him when you need him much more high. Which increases its power a lot.

Actually if lets say you only ran 2 Zephrys the Great the second you draw one the highlander effect activates. Its just you REALLY cant use more than one highlander effect.
What I had in mind when I said running two Zephrys the Great in highlander decks were classes that don't have highlander support (warrior, warlock, priest, dh, rogue, shaman) or have a weak one (paladin). I think that could really enable those archetypes.
My only doubt was highlander hunter, which may prefer to run two copies of Dinotamer Brann instead.
And yes, I know that would mean you could only (realistically) run just one highlander card (twice), but I think it would pay off in some cases.

I feel like having two copies of a legendary would only be truly busted if they are tempo oriented.
Stuff like double Zephrys the Great in highlander decks (maybe double Dinotamer Brann in the case of hunter). Or double Blastmaster Boom in bomb warrior, or two copies of Kronx Dragonhoof in galakrond decks.
