It appears when someone don't use the search function.

It's a bug. Something to do with a chinese system to get around gambling laws or something.

This gets posted weekly. Nothing to worry about.

It’s a visual bug carried over from the Chinese version. Chinese anti-lootbox laws mean that Blizzard can’t sell booster packs, so instead they sell Runestones which players have to convert into Orbs, which are essentially booster packs.
