Well if you are playing demon hunter the goal is to get you concede. Uninstall and play something else. After that it is just seeing the same garbage decks over and over and over again. So squelch is an option you should use or be subject to emotes.

Posting something like this on a forum page won't get you far; instead you'll get nothing but people roasting you and the occasional sympathizer. If you're being courteous and being a respectable player, then you should just keep setting that example and move forward.
I think a lot of time, people misinterpret actions as BMing when they might not fully understand the situation on the other end. Someone might be playing all of their cards because they have a quest or achievement that they need to complete. Someone might be roping unintentionally because they are doing another activity at the same time as playing Hearthstone. Someone could simply be clicking the emote because they think it's fun. The fact that you automatically assume that they are doing this to grief you doesn't help the situation.
To answer the question of how we can reduce toxicity in the HS community and indeed any other community, being able to look at the full picture and try to understand other people's points of view is the way to go.
Lately i have connectivity issues and I'm often reconnecting even on critical turns. I suspect that a lot of my opponents think I'm slowrolling them and as an indicator I've had two people concede on ladder games when i didn't actually have the swing card that i needed.
Sometimes people are actually toxic. Sometimes there might be something else going on that you didn't think of.
I find the Internet in general is getting more toxic, both because "lol 2020" and because it's coming up to the stressful part of Winter. While you need to sometimes engage, it's generally better for your mental health to take a breath and just move on. :)
Have you ever noticed as in-game communication options have become more and more sterilized the more you see people complain about "toxicity". They gave the fragile mouse a cookie, and now it wants a glass of milk.
There is definitely more personal attacks, trolling and vitriol. Structured criticism and voicing an opinion on something that upsets you is fine, but a lot of posters are just plain nasty. As someone said though it's a modern phenomenon that effects more than just these boards. I question how many of these people have any experience of real life yet though because if they treat people like they do on here face to face most of them would get their necks knocked in.

As one of the more recent lightning rods for unfounded accusations, trolling, and general abuse, I can personally attest it's best to learn to laugh at that sort of thing. As much as everyone insists they're all educated, perceptive, enlightened individuals, I remember the comedian's mantra:
Try to envision a person with average intelligence. Just the middle of the road, average person you've met. Now realize that 3.5 billion people are dumber than that person. Every single individual you come in contact with is 50% likely to be less intelligent than the "average" guy you know. It adds a lot of perspective to life.

Why? Because people are petty. And in game where anonymity protects their identities, they get to act out in a way that would more than likely get them punched in the mouth in the real world. So what do expect from weak insignificant people that have this little taste of control?
I'm a firm believer that the internet exposes people for what they really are at their core. And most are petty posers. A shop I used to play at had a section for online gaming. One kid was playing CoD talking a lot of crap. Little did he know that one opponent was in the same room. The surprise on this kids face when he was put in check by this other dude was funny as hell. He looked like he saw a ghost and was about to piss himself. That kid never uttered another word in the shop ever again.

emotes have already been nerfed looooong ago. I wish we had a real chat option (to be accepted by both players, every time, ofc). Because you don't see chess players insult each others not being toxic. It's anonimity, the idea that even being reported will lead to nothing and the constant use of netdecks that makes every game the same that create toxicity. But I think that 2 players can enjoy a game and even chat afterwards about it

There is very little that you can do to change the behaviour of other players within the game. And even less that anyone else on this forum could do to help you with that. That said, there are still things you can do to improve your own experience (to a degree), whether that is squelching the opponent or(more importantly) not letting the opponent's behaviour get to you; since if they can rattle you or wind you up, then you are handing the victory to them. Sure, being roped is annoying, but you can always feel satisfied with the knowledge that the only reason they are doing this is because they know you have already beaten them - take satisfaction in that. And then emote like hell just before you do lethal. Ahem! - that last part is optional, of course. You're probably a more principled person than I. ;-)
