I think they should change the pitty timer to 1 legendary in 20 packs...
You would still get people then saying it should be 1 in 15 or 1 in 10 and the same complaints will remain. It would be great but I don't for a minute think it would satisfy the community so probably no real point in doing it.

Sure 20 is just a suggestion which makes sense as most people seem to get that as an average. Now the deviation is huge with lucky players getting 4 times more legendaries than some unlucky ones. It simply makes impossible to the unlucky ones to make good decks especially if their bad luck is such that they only get the worse legendaries. If you wanna play a card game, you'll have to accept a degree of randomness but that doesn't mean you want to end up with lottery like results.
A ratio of 1 to 4 is simply to high but you sure can argue about the exact pity timer and variation below it...
For most normal players, if you get two pity timers in a row that run to 30-40 it will pretty much cripple you in game for a while unless you have reserves to dig into, either spare gold/dust or from credit card.
The current worst cases - even if you open 130+ packs on day 1 of an expansion, can pretty bad, which isn't really fair when you consider that's players who saved up gold for three months and spent some cash on a bundle.

manz got almost every single legendary bought both bundles and also spent 8000 gold on packs. its fine l2p.
