Blizzard could make the cards craftable for 400 dust or something, sure. If they actually buffed wild legendaries I think that'd be very reasonable... but that's not really the point of the suggestion.
if making it more interesting was the point they never would have brought back Yogg and Raza priest. Opening the space up for new decks is easily achieved by nerfing the most prevalent ones, that way everyone gets some of their dust refunded when the nerfs take place and can make a new deck with what resources they have. What you are proposing is randomly inserting 1600 dust must have cards into the format. people can either craft or be left behind. Typical blizzard, try to stimulate spending and try to act like it is to enhance gameplay.

would be funny if the revamp happens and they just move some of these cards to standard without any changes ouch.
