According to the post No pity timer? (https://www.hearthpwn.com/forums/hearthstone-general/general-discussion/245881-no-pity-timer?page=5#c81) countless people (including me, 2 legendarys in 103 packs) experienced the problem of having few legendary in many packs. I got in contact with suport blizzard reporting my problem because I stayed more than 60 packs without taking legendary (according to the timer, one should have come every 40 packs at least) and I said that other people are going through the same problem.
I leave below (translated from Portuguese) the answer I had about the situation:
''Thank you for contacting Blizzard support, Game Master Rhyarm in the area.
This can happen, it happens that for Hearthstone, it is guaranteed that you will receive a legendary in the first 10 packages of an expansion that you are opening for the first time. After that, the legends would not be guaranteed and may or may not come.
Our supote does not have access to the Hearthstone database to change these chances or edit your cards, we are very limited so when you open a ticket about it the support on the website gives you other options.''
Basically, the answer says: Get fucked! wait another 4 months to buy a new expansion and see if you will be lucky or not! If you're not lucky, we have your money and we can't do anything.
What is your opinion about this? I'm feeling very deceived in having spent so much money and not being rewarded for it, I can't even create a deck because I have 2 legendary feathers !!!
Will the people who gave money for blizzard stay on hand? We need to unite in relation to this, if the company said it is normal, then we are all (including you who will comment that I am crying) subject to screwing ourselves in relation to the packs, this cannot be like this!
Blizzard is bound by the Chinese disclose odds law. If they previously stated the existence of a pity timer they must adhere to it or disclose new details. Though I am not sure that the 40 pack legendary pity timer was ever disclosed officially, seems more likely to have just been determined by statistical means.
It is really cruel of them to remove the pity timer that has been in place for some time and that we count on without letting us know.

I remember seeing a post a while back that said statistically, you could expect at least 1 legendary for every X number of packs, but it was not guaranteed.
I did not pre-buy anything, I didn't spend a dime. I had 12k Gold saved up and I already had around 10k dust. The 121 packs got me 2 golden legendary and 9 legendary. 2 golden epic and 17 epic.
I guess it all depends on luck, I think if you pay a lot they screw you more, I think it is like a slot machine, you throw in all your money and then a free loader comes and spins a jackpot :-)
The pity timer has never been a solid rule. Basically, it amounts to a legendary every 40 packs effectively because the droprate resets whenever you get a legendary and then increases for every pack until a new legendary. This means that it is possible, albeit unlikely, for you to go over 40 packs without a legendary. It's actually a really shady system because it gives the illusion of a safety net while letting them put the droprates for legendaries at miniscule odds for the first 20+ packs after a drop, which means they have to buy more packs than if the droprate was static. For example (not real numbers, but they illustrate the point) a static 3% chance for all packs as opposed to a .5% per pack for the first 10, a 1% per pack for 11-20, a 5% chance for packs 21-30, and a 10% chance per pack for packs 31-40 means that your odds of back to back legendaries are FAR higher even if the average is one every 34 or so packs.
I have the complete Darkmoon set. Only had to craft 4 Legendaries. That Coin is sexy! Sorry for all the bad luck.
how much did you have to spend for that? and do you consider that to be a fair price?? no one should pay more than 50$ per exapansion in order to get the full product. and here we're probably talking about >200$ you spent on this exp :((

I mean i didn't really expect them to say anything differently, they probably get so many salty emails everyday. but i do have to agree that 2 legendaries in 100 packs is pretty messed up. I'm not sure what happened to the pity timer. each pack has a 5% chance of a legendary so even without the pity timer that's really unlucky.

It's only money. You can make more. I bought both Pre-Orders and 20 packs. I had 22k dust anyways to finish the set. Hearthstone is a hobby just like anything else in life, you spend on what you enjoy.
The Pity timer IS official, as players have gotten compensation when it did not work previously, packs or extra legendaries afaik.
The 10 pack timer at the start seemed to work.
I got fairly close to 40 packs as well, but got saved by the bell, so no compensation for me.
Just have some patience until they figure out who were hit by this. I expect not that many, as you have to be pretty unlucky not to hit one in 40 packs.

I for my Part consider Hearthstone a sinking ship. I guess there is just not enough content in WoW and cardgame mechanics in generell to justify 3 large expansions every year. It’s obvious that they have to recycle a lot of stuff, probably they will go out auf innovative steam soon. So milk as many as possible and when nobody wants HS anymore, you can still go cheaper.

There’s something very wrong going on lately
- fewer legendaries ( I noticed it too),m from decks,
- money making progression system,
- more legendaries released in the expansion compared to previous ones, therefore more difficult to collect / craft
- mini expansion down the line which will just be added to existing decks, therefore more difficult to get new cards / legendaries
- duel system that requires gold with a wild card element / people may need to craft wild cards if they want to complete
in summary all of the above point to, you guessed it! More $$$$$$$$$$$

In scholomance, I got two legendaries and one golden epic out of 80 packs.
For darkmoon, in 85 packs, 5 golden epics, 9 legendaries.
