Well, due to the duplicate protection, assuming you have bought some packs, the packs you buy during the mini-set are guaranteed to give you new rares and commons.
Set some goals about what decks and classes you want to play. You may want to wait until the meta settles down before deciding that, depending on your goal. Here's some information that might help:
In about 32 packs you'll have every common before the mini-set due to duplicate protection.
In about 57-63 packs you'll have every rare before the mini-set due to duplicate protection.
In about 174 packs (probably varies more) you'll have every epic before the mini-set due to duplicate protection.
You get about 1 legendary for every 20 packs you open. Legendaries are duplicate protected.
If you open about 255 packs, you'll have enough cards that you can dust your duplicates and complete the entire set, before the mini-set.
At some point, you'd want to start saving the packs you earn for the mini-set instead of opening them. Duplicate protection is a strong factor.

Not worth the wait, you'd just need 10-15 packs to get all the commons, rare's and most of the epics, then you can decide if you want to craft the few Legendarys (maybe just one or two even)
While climbing to Level 50, there are packs along the way, and dont forget about the end of season Packs as well, so you'd accumulate enough to get the entire Mini Set without even spending a lot Gold - remember no Duplicate rule ensures you are getting only Mini Set cards when you have a copy of every card from the main set.

actually in hearthstone the contents of a pack are determined when you open it, not when you buy it because the opening of a pack actually happens on server, the server knows how many packs you have and it randomises the content of the pack you just opened from the pool of currently available cards for this set
just how when they added new cards to the classic set, if you were hoarding some classic packs you could just open them and get new cards
Gotta love that blizzard is going to hide a new release of cards inside an old release so the whales will have to buy way more useless cards to try to get a complete set. Doing this while releasing the new 'lack of rewards' system is like repeatedly slapping you while pissing in your cereal.

But when an adventure comes out you get all of the 35 cards for about ~3500gold
And now if you are lucky you are only going to get half of the legendaries of the mini set for 3500 gold.

Will the mini-set cards be added to the normal madness packs or will those be different packs?

Right. Casinos do as well. But some people will get 3 legendarIes in their 110 packs and I'm not one to help promote Blizzard's greed.

It’s not worth waiting, you’ll probably get all commons and rares from mini-set opening 10-20 packs
and maybe Blizzard will make a special event giving free stuff to help

You do know that average is 1 epic per 5 packs, right? I highly doubt that miniset will have less than 8 epics.
I´ts 35 cards so probably the same as Galakrond´s awakening (15 commons, 12 rares, 4 epics and 4 legendaries)

i'd get 50 packs or closest to the next legendary around that amount then wait if u like.
