Thus, it could be that these new quests follow the same logic: 1000XP quests are considered to be more difficult than 800 ones; So, if you re-roll a 1000Q, blizz sees it as though that one is too time-consuming for you; Gives you a simpler one.

Just wondering if it's possible. Today I've tried it and got 800xp quest. Is it the case that re-roll is always giving you less valuable/easier quest?
No its random.
i got 800 from a 1000 re-roll as well, im actually curious if anyone got higher rolls

What's your source on the list of all new quests and therefore the average exp value for a random quest?
