Honestly...this is just MY list I made to kill time let me know what you think and what YOUR list looks like (with the reasons if you have time to waste like I had today)
Honorable mentions:
-Mind control: BIG spell, huge effect, doesn't autowin or create super oppressive boards/burst from basically nothing
not on the list because it's not that great rn and it HARD counters the next card
-C'thun: see Mind Control, plus the fact that you get to "build up" your big boi (yes he has both burst and oppressiveness on the board but...screw you this is MY list, his threat level is WAY more limited then the actually oppressive cards AND you have to "build him up")
not on the list because...he's not that good and because he CAN be built to go (basically) infinite or to OTK and that's just not fun
-Dirty Rat: hyper toxic card so it will NEVER make the list but it's here because it's the best/only beacon of hope vs even more toxic stuff
Top 10:
10)Dr Boom mad genius: super fun high value card,It doesn't apply pressure AND it's amazing at dealing with said pressure. Honestly though, the most fun part are the...individuals...that look at him and say "he gives infinite value" (as comically wrong as this statement may be, I have too much respect for the human race not to assume it to be a typo...a curiously common one)
9)Shudderwok: he's not higher because of the infinite and because of the Loatheb shenanigans, without that...well it is a super fun card in my "Reno valuewok" deck where it full heals you, refills your hand, clears most of the opponent's board AND leaves a big body in play (usually something like a 6/11) what's not to love?
8)Elise (un'goro): THIS is what a "fatigue gameplan" support card should look like: shuffle ONE card in the deck that gives quite a lot of value later with all this attached to a relatively underwhelming minion
7)servant of Kalimos/Kalimos: I love elementals, they are always my favourite creatures, in ANY fantasy setting...too bad blizzard hates them (see in the lore, they got rekt by EVERYONE) and Hearthstone hates them too (they have the worst tribal sinergy mechanic BY FAR) still that doesn't stop me from being stubborn and playing and enjoying those cards
(also I love the art as well)
6)Zilliax: I may be in the minority but I love solid cards that can fit basically anywhere (as long as they don't feel too oppressive) and what better example than Zilly?
5)Chef Nomi: THIS is what a "fatigue gameplan" payoff card should look like, NOT that Elysyana/benedictus/gang up/espionage/dmh etc... BS that we have in the game...otherwhise you end up with the Elysyana Warrior mirrors that were everywhere in Rise of Shadows and even I hated those (also he summons elementals and that's ALWAYS a plus in my book)
4) Warrior quest (un'goro): One of my favourite decks of all time is "slow" quest Warrior (either odd or normal) where you just play as normal CW and the quest is just kinda...there until you assemble your "combo" of DBMG giving your mechs rush+quest Hero Power+supercollider/removal where you can basically guarantee to boop your opponent in the face for 8 every turn....too bad it's just plainly not good (too slow most of the time) for wild rn
3) this would be giggling inventor if it was still 5 mana,instead...convincing infiltrator and its big brother obsidian statue take number 3 as the "not threatening...just VERY annoyng" taunt (sadly big Priest gives those cards a bad rep but I'm not going to let that stop me this time) if you don't like it... Imagine that i picked karthut Defender instead since he was a runner up anyway
2)Hagatha (Hero card): She gives you A LOT of value,She doesn't go infinite but instead basically doubles your cards...What's not to love about this card? Well the only downsides I can find are: shaman spells have overload, some shaman spells draw cards and you end up milling yourself if you aren't careful...so She's Number 2
1)Frost Lich Jaina: By far my favourite card in the game...not even close:
She single...card....edly enables mage elemental decks. Oh btw YES, the few (or even only one) cards that enable (non toxic) archetypes by themselves are BY FAR the best designed cards in the game as they feel like the "glue" holding the deck together.....this is NOT for debate, I WILL kill you🙃.
Now on some Jaina specifics:
well she prolongues the game which is always nice (a longer game minimizes the effects of topdeck luck since...well you draw basically all your cards and NO,POWERDRAWING DOES NOT COUNT)
She does not create super oppressive boards unless the opponent is a complete idiot
She does not go infinite as any strong value deck can easily run her "out of pings" unless piloted by the aforementioned idiot...and even with all of that she STILL is an extremely powerful card with a super strong long term effect that is NOT focused on just going "lol I have a fkton of direct damage so I kill you as soon as you hit 29 health" (oh hi Razanduin) or on creating immense and threatening boards, that sometimes even have: deathrattle "summon MORE scary stuff" (oh hi...well A LOT of cards)

Dire Frenzy, my pet deck (pun intended) that I like to play in Wild Casual from time to time
Deathstalker Rexxar is my favorite card ever, he's so rewarding and he enables hunter to beat res Priest. Shadow madness is a close second.
Kazakus and Zephrys are honorable mentions for me.
