Welp they didnt want to have to do a dust refund. Honestly card needs to be 6 to 7 mana to see any play and have like 4 6 taunt body else its too slow.
Mana reduction has a significantly higher impact than a total of 4 stats - especially when we are talking about the late game. 8 mana is lot better than 9 mana.
For a card that summons minions from your deck (and hand for free), the cost (meaning how early can you play it) is way more significant than the stats so it is definitely a buff. However, given that in standard most demons suck and there are almost no good demons that Warlock would like to cheat out the card simply went from total garbage to... well, total garbage.

Secret Passage, Cabal Acolyte, and Darkglare will be eligible for a full dust refund for 2 weeks after the 18.2 patch goes live.

Honestly though, Warlock just needs another Voidlord level card for this to be good. I'm sure they will get some big scary demons to build around with this card over the next year and a half.

I mean, 6 mana? Sure, why not? That's only a Possessed Lackey with +2/+4, taunt, battlecry instead of deathrattle, and the ability to summon two big demons instead of one. There's no way that'd be too powerful.
I've seen lots of shard locks using this card in legend standard.
Tbf her stat line is less important than pulling the big bad demons, meaning the lower mana cost > statlines, since now she's playable a turn earlier. In that sense this is a buff, not a nerf.
I think it's a fair change to the card since at 5-6 mana it could be broken.
However, I understand players frustration around not getting a refund, especially in instances like the wild odd lock, since it breaks a deck.
Blizz has no obligation to provides refunds, however, it would be a decent move, even if this is a covert buff.
It's actually also a significant change to the interaction with Polket. Before you could get Willow out before Enhanced Dreadlord whereas now it's a lottery if you can pull it off or not. If you've already drawn one dreadlord (likely) there's a 50% chance you'll get the second.
In the case of Totem Goliath I understand because it's a straight up buff no way around it. But this is a change that does impact how the card is played in decks. As the poster says above it's also now unplayable in odd Warlock

I use Archwitch Willow in my Odd Warlock deck, with 2 Voidlords.
Now that deck is losing my buildaround legendary.
I would say a full dust refund should be eligable.
