Sap and Shadow Word: Death, you play a 10/9/8/7 mana minion just for hit to disappear with 2 mana...seems fair. Cards like these contribute to preventing entire archetypes from existing.
Kayn Sunfury, when the DH classic set is finalized I do not want to see this card in it. This class does so much damage and they can counter one of the only tools we have to stop them (taunts) with ease using this card it basically gives you lethal like Secret Passage.
Brawl, Warrior gets enough removal as it is but this card takes Warrior over the top usually when it is dominating in a meta and sees lots of play and contributes to preventing slower archetypes from existing.

Sure, it feels bad when your opponent finishes you off with kayn, but it does not happen often enough for that card to be hall of famed. Kayn Sunfury also seems to fit DH class identity very well and i do not really see a reason for sending him to hall of fame. Brawl might actually get sent to hall of fame, but i think there is a lot of other cards that are unhealthy for the game and need to be sent to HoF earlier than Brawl.
My guess of cards that will get HoFed:
Eaglehorn Bow, Freezing Trap, Explosive Trap, Kill Command or Unleash the Hounds. All those cards were used in most hunter archetypes troughout the meta for last four years. All of them are unhealthy for the game, because they provide hunter to smack face for ridiculous amount of damage. Even the Freezing Trap (even though it might not look like a tempo card), provides hunter so much time and space to deal face damage it is ridiculous.
Lord Jaraxxus. Once a really strong card feels kinda dead in comparison with all other hero cards. He will be sent to HoF and replaced with a new non-hero legendary.

I was gonna say Malygos too but forgot too add it. and yeah shadow word:death is that bad since it triggers deathrattles so I wouldnt mind if it stays but I want Sap and Brawl to rotate the most. Kayn is a stronger Leeroy so it would be nice if he didn't become a permanent card in DH.

Without Brawl, the only major AoE removal Warriors would have would be Warpath - a card that deals 5 damage to ALL minions for 10 Mana, or Plague of Wrath which requires an additional activator. Without it, they'd have to use a removal spell for each minion while basically every other card has an AoE removal for board wipes. No clue what's your point here.

I think I agree most with Sap. It's a very powerful effect that negats effect activation and buffs. I do think that there needs to be a card like Sap, either specific to Rogue or in neutral that can deal with big minions in Paladin and Druid, especially right now - it is more efficient to run a 2 mana spell than an Ironbeak Owl.
I don't think Kayn Sunfury is incredibly offensive, though it could be nudged to make only him ignore Taunts. I think that will be a discussion for the class when their initiate set rotates.
I'm not sold on Brawl, it can be played around by not over committing, the cost might be a little low. Shadow Word: Death feels more like is just feels bad because you're playing against a Priest and those games can turn into battles of attrition. I do hope Priest moves towards more of minion focused control.
These are just my thoughts anyways, I hope the revamp of the classic/basic set next rotation will help to bring new life in these classes.
Quick edit: if were were to HoF any cards tomorrow I could see Malygos or Nozdormu. Noz especially because that cards feels like such an out of place card, especially with how the game has developed, it feels out of date. I know a lot of people want to see Maly rotate, but that card is important for combo decks, which by nature are less than interactive, but if that card rotates, it would leave a huge hole in a lot of combo decks.
I also think Edwin VanCleef could rotate, that card is a little too all-or-nothing.

Brawl is actually an excellent card for the game. It allows warrior to play control without needing additional board clears from each set. One of the biggest problems with priest is that it had terrible AOE in the classic set, so pretty much every expansion it needed to get powerful AOE to stay viable. The goal of the priest rework was to change that by improving Holy Nova and adding SW:Ruin.
Removing brawl would put warrior in a similar position that priest was in, which has been found to be unsustainable and unhealthy for the game.
Malygos and Sap hall of fame would be very nice along with shadow step (but I'm a little biased against rogue). Tundra Rhino seems like it will be more dangerous to the game than Kayn Sunfury because it gives charge to minions in your hand and isn't a legendary.

Vanish for Rogues, Enter the Coliseum for Paladins (and yes, it's somewhat good in Control decks. Could be 5 Mana, tho).
If you remove Sap then Rogue auto-loses when a big taunt is dropped. Dealing with single targets is one of Rogue’s strengths. Sap wasn’t even an auto-include in a lot of Rogue meta decks until this expansion. Really the only problematic Rogue card is Edwin, who is really feel-bad if he’s played early.

Priest is a thing of beauty. It is the only beacon of light in these dark days of face roll, and the more people write garbage like this, the more I am convinced.

Sorcerers Aprentice, maybe Archmage Antonidas. Sorcerers Aprentice effect is uncounterable, which in the past always meant that that card will be nerfed or sent to hall of fame.

Pyroblast and Fireball. High damage face spells in a game with no way to counter it has always been bullshit.

Most of aggressive decks kill Priest.
