The moment you go a homebrew deck you get pwned by the rng, there is something in the coding that pwns your draw. It forces you to use deck's that everyone uses. Swap out even 1 card and your done.
I made a nice deck, it depends on card draw but last 13 games I got my cram sessions and arcane intellect in the last 10. Come on what are the chances, you don't have any use for them anymore. That is like getting both your embiggen cards as last 2 draws, you can shove them up the .....
I wan't to play my own brewed deck, however I strongly believe you get disfavored when you do that. Just a day before scholo I was at Diamond 2 almost 1 and now I am back at 5 for the past few days.
your deck is a tempo deck, intead of focusing on mozaki and ras frostwhisper try replacing them with mana cyclone. that way you can replace incanter's flow with something else. trust me on this one.
What did you expect? It is pretty clear when the new expansion is out the meta will drastically change and old deck might no longer work. Claiming that hearthstone is pay to win because now you keep losing is just laughable.
So let me understand your argument: you think HS scans your deck, then compares it to online deck listings to see if it's a "netdeck" or not, then messes with your RNG if it's a "homebrew" deck? Wow, can I have some of what you're smoking?
You DO realize that this deck is hardly unique, right? It's just a spell power tempo deck, though a sub-optimal one. My guess is I could easily find it on this or some other HS website. Wouldn't that make it a netdeck? And if so, shouldn't your deck perform better?
Here's a crazy thought: maybe, just maybe, it's just not a very good deck or you haven't mastered playing this type of deck. Either that or, you know, the Illuminati are just out to get you.
I've almost never played netdecks. I always tend to create my own decks, which obviously are often similiar or even identical to semthing you can find on the intenet, but I never do a copy-paste... Somehow though, I've been playing on legend rank since KoFT. What you're trying to say through your post is kind of hillarious and obviously not true.

You can't be serious, I refuse to believe you are being honest. Is this just another random attempt to harm Blizzard's reputation with sheer nonsense? Just asking...
You cant win because u dont have value, or cheap cards. Dont make sense use mozaki in this deck and incanters flow too. You are trying tempo+otk at the same time, because of that dont work ur deck.
HS isn't pay to win. It's pay to have more fun but all the purchased card packs in the world aren't going to help you if you don't know what you're doing.
I'd say Hearthstone has done a great balancing act of ... pay-to-play vs free-to-play (although it is still a bit too expensive). Even if you have all the cards and meta decks, you still need to know how to use them (and so does your opponent). And... it's pretty easy to craft a top-tier deck or two per expansion for free.
In absolutely NO criteria is it pay-to-win.
If it were pay-to-win it would have microtransactions l like... - Mana Blast ($2,99): your next 2 games start with 2-more mana crystals - Power Play: ($5.99): your next 5 games gain spell damage +2 - Full Northshire: ($9.99): your next 10 games draw 2 cards a turn
I wouldn't call it pay to win, but as a newer player I am a bit worried about all the high quality epics and legendaries from the last expansion, it seems most decks use many of those and the meta requires it as a result. Kind of an arms race. Budget options seem quite limited this time around, but I guess we'll have to wait and see.

PS: The incanters flow is for if I don't draw Sorcerers Apprentice, I need a lot of 0 cost spells for Mozaki.

I disagree. Money cant get you skill.
All of my decks are "homebrew", I don't use other peoples decks.
The problem with copy decks are that you are predictable. Opponent knows your entire deck and can even guess the next card + think already counter.
I think I'm having more trouble against "homebrew" decks lol.
I run into this deck very often on ladder, not sure what element makes this a home brew and not another netdeck.
Besides, new decks are often emerging at the moment, how would that be possible if some evil cabal algorithm was only favoring solidified decks?
Your deck is kinda shit...I'm playing two semi-homebrew decks rogue and druid and i'm almost legend this week.
If you want to argue that the game is rigged, learn statistics and present actual evidence.
This ain't it, chief.

I'm not surprised that you're losing with that deck. Don't blame either PtW or RNG.
