Everytime I face it I get absolutely destroyed. Why aren't more people playing it? It's not my particular cup of tea, but there hasn't been a single time I've won easily against it, and most time I lose. Why did it fall off, especially with the new evolve theme?

Jambre (gala evolve) shaman is a very recent development and is pretty okay, but certainly not OP and as far as I am aware has only been played by a select few people in high legend.

Where did he say it was broken?
Agreed. Saying that a deck is amazing doesn't imply that it's broken. Nor does it mean it is "OP" either. Just that it's a good deck and probably also implies it's fun to play. It's a legitimate question and I may revisit the deck at some point myself. Though I am having a lot of success with my own Quest Shaman deck build without Gala. We'll see. Maybe this expansion can improve it even further.

Its not really about skill level in Hearthstone usually whoever is playing the better deck wins unless the matchup is statistically close.
Within shaman - HL non-quest and (non-hl) control-burn are the tier 1 decks right now. HL literally has all tools shaman has and needs with the usual limitations of rng draw, while control-burn just doesn't let opponent breath (in shaman's current way, which is awfully Too balanced), and then capable of burst damage and/or life restoration in masses. The rest aren't as amazing, though I do get OP.
Quest suffers from lacking the mountain of synergies it had during year of the Raven. The evolve mechanic isn't as good as it seems, because it highrolls too much to be effective long term. Totems without drawing well early don't make it, and unlike face hunter that just unleashes on you, totem decks are easy to out-tempo. Fetching two 8/8 rushs isn't "all that" anymore, but at the very least - the 2/1s do a good job.
It's typically a deck that has an upside down 'U' powercurve, following a mediocre start comes a very strong mid game and a terrible lategame, I think it's pretty bad in this meta..

I think the early game (in many builds) can actually be very strong - in particular, if you are running the Quest version - with a good selection of early drops such as lackeys, board clears, etc. But the late game is definitely lacking and the deck looks to win before reaching that point. If you can weather the sudden burst when Galakrond appears well enough, the game is pretty much over. In fairness, it was definitely much stronger when Shudderwock was a thing. (In standard)
I experimented a bit with various 'fun' Shaman decks: Quest Shaman (non-HL), Quest Evolve Shaman, Quest Galakrond, Quest Evolve Galakrond Shaman, Evolve Shaman, Evolve Galakrond Shaman, pure Galakrond Shaman (control-ish) as all these 3 deck types fit together. They were all fun to play but quite mediocre and/or inconsistent
The problem with the Quest stuff is that you need to spend 1 slot in your deck and in your starting hand for the quest and that you play a card that does nothing on t1. The quest can provide ridiculous amounts of value but only much later in the game. As a consequence you get overrun by fast/aggro decks like Hunter, Murloc Paladin etc... that are all over the current meta.
The problem with the Evolve stuff is that they are quite inconsistent and draw dependent. Without the weapon you have nothing at all.
The problem with Gala stuff is that they are not strong enough on their own and they need either the quest support (to get 4 8/8s with Rush in the mid-late game) or the evolve support (Invoke minions are great evolve targets)

I'm not so sure, I just don't beleive the saturation of players making optimal plays every turn is that heavy. I don't think you even reach that point until you hit mid-legend.

Some good cards from the broken version rotated ( zentimo, etc) Plus the over nerf made the deck really bad imo

Maybe in rank 25 is a good deck
Playable ladder HS decks now must be broken. Fair or even good deck all consider useless by players
