I guess the thought process during the balancing was "how good does an 8 mana card need to be for people to get excited about it?", considering that most cards that cost more than 6 or 7 tend to get ignored, unless they have very strong effects.
I'm honestly on board with that approach. Expensive cards should be more exciting, they should have a strong effect, because simply having such a card in your deck puts you at a disadvantage for all the previous turns.
And it's not that easy to evaluate, because attacking random targets is unreliable, and 2x3 damage is just ok. For board control purposes, it's worse than Twin Tyrant, and for finisher purposes, it's worse than Grommash Hellscream. It is a very threatening card, if it stays longer on the board, but again, that's why big minions usually get ignored: they either don't have enough of an impact, or get removed too quickly.
The only thing I find confusing here is the rarity gem, because I could imagine this being a legendary in the early years of Hearthstone. But maybe that's the point, and it's supposed to be like a "budget legendary".
Maybe it will get a nerfed to a 6/7 at some point, or the tokens nerfed to 3/2s, if it's too commonly used. We'll have to see what decks emerge from the expansion. Arena players will probably hate the card though.
Someone already said it, but the fact that you can't target the effect and it's divided in specific numbers, making the high roll of "lol all 7 missiles to one target" impossible makes it balanced, besides the difference between pre-nerf priestess and this thing is that DH has a 4 mana 4/4 innervate on a stick for Demons that reduces priestess' cost and makes dh able to play her as early as turn 5 when dealing with 7 health isn't exactly easy. Also there's a 1 mana difference, and 1 mana differences in Hs are day and night basically.
I mean it is. The damage being split is arguably better, and it summons minions that potentially survive to next turn. And 6 damage vs. 8 damage isn't actually that major a difference mathematically (That's a 33% difference from 6) though that very much depends on the meta. This is also not a legendary, but it is a class card. And it can attack.

I guess the only problem is the high health (like unnerfed Priestess of Fury). It should be a 6/6 or something like that.

I have no problem with this card IF the other classes get similarly powerful 8 drops. We'll see.

Ya I think this will be a good arena card just like tyrant but nothing crazy. Don’t think it really fits in what warrior currently does in standard
This reminds me more of old Ragnaros.
Pretty solid in a tempo archetype ( doesn’t fit into the inner rage package imo), but nothing gamebreaking.

It is a new expansion and they need the money, every card will be a OP version of existing cards

I think people are vastly overestimating the power level of this card.
