I disagree. Its way too inconsistent to be part of any meta deck, some decks want tempo others want value or some other specific things. But its not bad in average and its free so its gonna be a great card for F2P players. And the power level is not "wildly varying" its about the same, its just a hit or miss compared to what your deck is about. IMO its a great design for a F2P card and its also great in arena because the boards are depending on the rotating expansions so you can expect its role.
It is a really fun card... Do we share the board with the opponent or will opponent never know what this will do in my hand?
Now, lets see what it offers for standard
Classic Boards
Orgrimmar - Battlecry: Deal 2 Damage - unconditional Si7, nice for any tempo deck
Stormwind - Divine Shield - Shielded minibot, not too shabby
Stranglethorn - Stealth, Poisonous - it is almost patient assassin, meh
Pandaria - Battlecry: Give a friendly minion +1/+2. - Playing this on turn 2 when there is a 1 drop is huge
Year of the Dragon
Dalaran - Battlecry: Add a Lackey to your hand. - It is a good curve smoother
Uldum - Reborn. - Like Paladin's mech from Galakrond awakening, not too shabby
Uldum (Alt) - Battlecry: Add an Uldum plague spell to your hand. - Ouch... All others were fine\good in fast decks, this is a value effect that gives cards that no aggro wants
Dragons - Battlecry: Discover a Dragon. - Also value, but discover makes it way more flexible.
Year of the Phoenix
Ashes of Outland - Dormant for 2 turns, then deal 3 damage to two random enemy minions. - very annoying, but with no ability to go face is meh
Scholomance Academy - Battlecry: Add a Dual Class card to your hand. - Depends on what dual class cards will be there

This card is broken, this is like the RNG cards of RNG cards. The grand daddy king of cancer RNG. Some of these are just plain broken and not healthy at all for the game. Some of those board abilities are absurd. This crap is like the new Undertaker. Like worst case scenario this thing just ends up being a Shielded Minibot which is already a premium 2 drop.
I agree with the two but Finley is better, 1/3 for 1 is much better than 2/2 for 2 and Finley can fix the strategy for some classes like an agressive warrior deck with crap armor hero power or give a control rogue a healing hero power.
Just tried it and ended up playing it on stranglethorn against a quest druid (the "summon minions with 5 attack or more" kind), that was entertaining. No way in hell I'd put it in any deck I use on ladder since there's no time for "randomlul" in wild unless you want to be killed very quickly, unlike standard, but for meaningless casual play, it's pretty fun
It’s horribly designed. They’ve now caused an aesthetic portion of the game to influence a playable card. A very playable card that is always insane for its cost.

Great! I was just expecting an effect of "This card is from another class" (which might only be useful for rogues)

This thing is pretty consistently overstated no matter what. I think it's actually pretty strong under literally any circumstances.

One of the best 2 drops by far. Almost every effect is good enough to add it into every deck.
