I think the problem with gala shaman, nerfs or not, is that big minions and stats are just too easily dealt with at the moment. Once the your 2 or 4 8/8's have been soul mirrored or Reno'ed or brawled, shaman has nothing else. You could play highlander for DQA but then you make your Gala harder to power up. In my opinion they should buff the evolve mechanics to keep with class identity and Shaman can maybe cheat out a few stronger minions. It will never happen but they could even bring back Doppelgangster and make it a shaman classic card.
'Too fair' is actually exactly right. Outside the two HL cards I use it has zero overwhelming cards.
Put aside gala (currently weakest), shaman has no spell as good as Soul Mirror or Evocation, not a minion like any of rogue's or hunter's legs, no synergy like warrior or warlock have, though all spells - druid is better, has the 2nd weakest lackey generators (after priest), and its best used minion right now is a common in Walking Fountain.
Gala-evolve is fine, I made g8-p9 with hl shaman (this month), but neither is really highly competitive as you'd expect, the overload cards, and maybe the mechanic itself, needs rework - and I'm mainly looking at the 3-costs.
I've played a few games with a homebrew 'Quest-Evolve-Gala Shaman'. It's the most fun deck I've played but doesn't have much of a punch. Sure you can play Galakrond and get 4 8/8s at some point, but this is really your final endplay. If your opponent has an answer you are left with absolutely nothing. No more the quest HP, Gala's HP is horrible and no more strong swing plays (unless somehow you've discovered a DQA off a Draconic Lackey and it is somehow active too). At least with the quest it is super easy to get a fully invoked Galakrond even if you cut a few weak invoke cards...
