Unironically, it's almost the thing I look forward to with new expansions. Why do they always wait month(s) before releasing it? Why can't they just release it at the same time as the PvP content?

If it's free it's the other way around. A lesson they learned at the release of Kobolds and Catacombs. The free Dungeon Run stopped ppl from playing standard and buying packs.

They have always been doing this, so I guess it's kinda' like a rule now. Initially I think devs' intention was adding something new mid-expansion to keep people intrested in playing Hearthstone. I myself like this, because it's better than getting everything at once and then waiting for a few months with nothing new untill the next expansion comes out.

There are two confirmed reasons:
- It gives f2p players more time to get the gold for advemtures
- When the Dungeon Run came out, at the same time as K&C, it shifted the attention away from the new set. Devs have confitm that going forward solo content will always come late so that the spotlight remains on the new sets
Besides the simple fact that it's probably not completely ready yet, this is just the standard practise of pacing for the releasing of new things. Having a new thing to play with every 2 months instead of every 4 months just keeps a great number of players engaged across a greater period of time.
As a software development manager, my guess is that PVE content takes a significant amount of development and testing and often requires that many of the cards are completed anyway as the new bosses will often use them. They essentially have 2 approaches - they could stagger the releases or wait until both are done before releasing.
The advantages of staggering the releases are that they get revenue sooner (always good for a business) and that they are able to release in smaller chunks which is always safer than trying to do a "big bang" release.
It's a dangling carrot to sate growing appetites between expansions. They can get 1.5-2months max of new expac fun before it grows rapidly stale and people start complaining/stop playing.

Allow me to help you better understand. Blizzard doesn't want to make Hearthstone an enjoyable game. They just want to get some income out of it. And to do that, they just have to give players a reason to log in and that's it. Afterwards, they collect their data and present it to their shareholders to impress them so they can continue to invest in Blizzard.
They are no longer releasing adventures early because if they do, then players will ignore ladder. And you can't really blame them. And if they ignore ladder, Blizzard won't have the metrics to justify to their shareholders. So it's better to divide things. First, they release an expansion and give players a reason to log in to Hearthstone, then players experiment with the new cards, then later, assuming the majority of players are done suffering with ladder and don't want to play anymore, they release an adventure mode and give players another reason to log back in. This is how the cycle of expansions work.
See how easy it is? Do you think the shareholders care that players are unhappy with the game? They don't. What's important to them are the profits and how fast they get their investment back.

I remember when people were happy with just an expansion, with solo adventures bringing 3 dozen cards instead of an expansion sometimes.
