Feel free to disagree but please hear me out what i have in my mind please.
Shattered Rumbler is just way too situational, we already had problems with cards like "if you played elemental last turn" like Bonfire Elemental that saw soo little play because of it, its literally Big whelp with a huge set back.
Now back to shattered rumbler, for you to make good use of it, you would need to predict and play a spell last turn to get any value of him, not to mention he also deals 2 damage to your own minions as well.
My suggestions would be "if you played spell this turn" or give him like 4/4 stats and target enemies only because this is just bad version of Crazed Netherwing because not only does it do 3 damage more but you have 10 much better control of it.

Marshspawn again, a worst version of a existing card Hench-Clan Burglar it only costs 1 mana more and you avoid this annoying restriction of casting spells constantly which can be hard because shaman spells are annoying to deal with and annoying to use, its mostly overload cards or Totemic Might in the discover pool, marshpawn should just be, discover a shaman spell and thats it or at least get the same treatment as shattered, with the "if you played spell this turn"

Boggspine Knuckles this could be controversial because a buff isn't too necessary but its just too slow to compare with the deathknight Thrall, Deathseer when you are shaman, you want to make a big impact specially when 70% of the deck depends on evolving, like you want to turn your small minions into big minions real fast and not in 2 turns, so what i am saying is, the weapon is too slow and ackward if you don't have a hand ready to dump all the minions you want to evolve in 1 turn.
Like is said this is controversial without any testing because the weapon could be too fast and aggressive or fine push, the minions could be real good in 4 mana or not because remember guys, your board must stick, otherwise all your Desert Hare 's die before equipping the weapon. Preferring a 4 mana, 3/2 change.

I play this card for a couple weeks - its ok and usually active when I need it. 2 dmg is not much, so you need to prepare the board anyway (and bite for some extra tokens). Spell + Shattered Rumbler - too expensive for 2dmg aoe. Buff it to 3.

You are making some strange comparisons in your analysis.
You are comparing cards from different rarities - e.g. epics compared to rares (Bonfire elemental was played in a minion/elemental mage deck that did ok), epics compared to legendaries. You are also neglacting cost "It just costs 1 mana more". 1 mana is significant - especially when we are dealing with a top statted 3-drop, and 4/3 for 4 mana is not a good statline.
As Its9l has mentioned I don't think that changing the wording to "A spell played this turn" will buff them by much as it's just an increase to the battlecry cost. This way you can at least invest a spell to activate the battlecry.

It will be strong only with coin. Otherwise you need to much mana to get a spell. Right now its perfect turn 4 after Serpentshrine Portal or turn 3 after Invocation of Frost. If you don't mind to spend 1 extra mana to Hench-Clan Burglar, play Vulpera Scoundrel (fair -1 cost, -2 stats)
