Sacrificial Pact is way too powerful of a removal tool now that classes aside from Warlock are running demons. When it was just Warlocks who had demons then at least it was fair as both players could make room for it in their deck if they wanted to. But knowing that your big 7 drop can be killed without tempo loss and with bonus healing makes it virtually impossible to risk playing it. Not fun, not interactive, time for a change 100%.

Jaraxxus has always been a garbage legendary. Even without Sacrificial Pact coming from Zephrys. And even before the days that hero replacements were the norm.
The only reason to possibly ever run Jaraxxus is if you can reliably cheat him out of your hand to be a regular minion. But even then he's bad.
Jaraxxus needs to either be Hall of Famed, or changed into an actual hero card on the lines of 9 mana, 5 armor, changes hero power to (2) summon a 5/5 infernal.
Sac Pact is basically essential for Warlocks in DH dominant metas. DH aggression and face damage outright invalidates Lock hero power, and it levels the playing field a bit. Its also one of the only thing that controls DH's overpowered demons.
And Eye Beam is already a fantastic card. Its so fucking easy to trigger Outcast, and Skull of Guldan needs more low rolls like Twin Slice. Its also a fucking penance, in a class that doesnt need penance. Its not even as if you NEED to use the outcast cost when using Skull of Guldan. You can just draw a card with one of Demon Hunter's 6 different draw spells, and pay the SoG 0 mana cost.

I'm sorry but the interaction between Skull of Gul'dan and Eye Beam is definitely an oversight by Blizzard. I can guarantee you with 100% certainty that they did not intend for it to cost MORE. Additionally, the interaction isn't "obvious" as you claim because, while you are correct that it does indeed say "Outcast: This costs 1" its cost has already been reduced to 0 and that should take priority. In other words, the cost calculation should be as follows. Base cost = 3, Outcast = Base cost -2, Skull of Gul'dan = Base cost -3. Instead, Blizzard took a lazy coding route so that Outcast cast is always 1. As has frequently been the case throughout the history of Hearthstone, we the players are required to suffer Blizzard's complete and utter lack of testing. Seriously, if you ran a video game development company wouldn't you just play test your fix for 5 minutes before you make it live?

You say it yourself, first the cost reduction is applied and then the outcast sets the cost back to one. But you say somehow the cost reduction should still take priority? The card becomes the right-most card in your hand only after it has already been drawn. Draw> set to 0 > becomes right most card > set to 1.
I'm actually more curious what does and should happen if it stops being the right-most card after reduction, now that is actually an interesting debate.

Either way, you still get Penance cheaper than Priest with Eye Beam.
