Might be because I received the pack from Arena reward and then I DE those cards? That might be the only reasonable explanation - cards that you'll get from the pack are determined in the moment you get it and not when you open it? This system doesn't seem right.
There's a caveat here: once you receive a card, you'll have it marked for "collected" purposes. So if you disenchant a card you've received, it's still considered "owned." So you can't exploit the refund system that way. There's a great benefit to this though: If you don't like a particular card or class, you can disenchant them and not have to worry about getting them in future packs. This "collected" tag lasts forever once you have collected it.
It remembers you already got it. So in the no duplicate system you have it already. You will need all cards of that rarity and to get it at random if you want it from at pack.
It made like that so you can DE bad cards you don't want, and not keep getting it.
Besides I don't think you can get nerf cards in packs before the extra dust is over
So even after the refund period is over I will not get those cards even if I own all other rares? That just seems silly. I mean not getting it now makes sense so ppl don't farm dust, but after that you should still be able to get it if it's the only thing missing. I'll try it out.

But cards you once owned are marked as such forever, which means, that if you disenchant a card, it is still marked as "owned" and can only be obtained randomly from further packs, when you have all cards of that rarity.
In other words, if you want to open another Skull of Gul'dan or Imprisoned Antaen, it's up to chance, just like in the old system, given that you have all other rares.
I opened my first packs of the new expansion today and got many duplicates of common cards - there is a bug, because I didn't disenchant any cards and I didn't open enough packs for owning every common card

two, so that's how many you will open in packs before not getting more
I guess when people say no duplicate rule it may be misleading to new people, as the rule used to exist only for legendaries and you can only put one in your deck so you'd only get one before not getting it anymore
for commons/rares/epics this should be called no triplicate rule I guess
the way it works is that it will give you as many cards as you can put in a deck before stopping giving them until you get all the others
It's working as intended. If you could be able to open skull of guldan everytime you open a pack,you could exploit it by disenchanting it for full value right now,open another pack and do the same.

The system has been explained to you. Cards are counted as collected, so if you dust cards you won't get them again from packs - other than by chance I guess (if you own all duplicates).
Therefore it is likely that you are wrong. Either you miscounted, seen something that is not correct or whatever could have happened. No one here can prove that because we were not there. If you think it is a bug then try and report it to Blizzard and explain your situation thourougly. Perhaps they can track your history or something.

Alright tested again with a new pack - it won't give me cards I'm missing, but rather another duplicate.
