It seems as though the duplicate protection across all rarities doesn't apply if you have previously owned 2 copies of a card and then disenchanted them. I tried this twice now first disenchanting all 27 copies of my UTH trying to get a golden one. I own all cards in classic so by disenchanting ULH it was the only common I didn't have. However after opening 13 packs in Classic I'd saved to try and get the golden unleash (my plan was to disenchant after every pack thinking I would get 2 copies every time until I got a golden one). I didn't get a single UTH in any of the 13 packs. Then I just tried it again on Arcane Breath from DOD again I own all rares from DOD and again I didn't get an Arcane Breath. When I didn't own the cards in the first place the duplicate protection has worked as intended. Not sure if anyone else has experienced this but I thought it was worth sharing for those trying to get specific goldens they may want after collecting all the cards from the set by disenchanting and leaving holes.
Weirdly it has been working in my legendary classic cards as I have managed to collect all legendaries and keep disenchanting Ysera trying to get a golden one and every time its a legendary card from a classic pack it's always Ysera (still no luck with golden after about 15 tries)
This patch put a "collected" tag on cards you open or craft which will prevent duplicate protection once active. You will get duplicate protection on holes in your collection caused by DEing cards in the past. This happened to me as well.
Edit: and golden cards+duplicate protection is bugged atm, I don't think it even takes golden cards you own into consideration.
I think because if you get a card, it is marked as "owned" and from that point on, it doesn't matter if you disenchant it or not, you won't only get that from packs. This is because for example if you get an epic, that you don't want, and disenchant it, then you won't get it from packs.

Does the "collected" tag also applies to cards you disenchanted before the patch?
Ah thanks I must have missed that post. Damn that would have saved some trial and error. Not sure why they have implemented this on the lower rarities though. If a whale wants a full golden collection it's still going to take a shit tonne of packs anyway even if you could specifically target a certain card as the actual card quality distribution isn't changing. Missing 75% of golden classic commons but having 8 golden stormforged axes feelsbadman !!

No. I tried to explain that. I got a copy of Preparation, a card I DEd after the nerf for full refund.

No.
I disenchanted Cold Blood and Preparation when the cards were nerfed, I've been missing them since, and got both of them right away (though there were other candidates for Epics). On another account, I got 2 Mana Wyrms in the first pack, which I also disenchanted before.
I'm pretty sure it only applies to cards you disenchant after the patch went live.

This was explained already and discussed in this thread, as DEing could be abused a lot during nerfs:
