This is a HUGE deal for anyone having disenchanted cards before, who will find that the new system instead of no-duplicate will make their packs utter crap.
I'm generally trying to make as many goldens as possible, which means when I get a full legendary collection in any set I disenchant the ones I want golden, so that when I get a golden legendary it would be the one I want, and not a random duplicate. I also disenchanted nerfed cards like most of us. Which means, once the new system hits, it would account all those cards as "collected", and stop the non-duplicate rule for my legendaries?
I really wish if anyone knows how and where to get an answer for this to please do so, because I was saving the card openings for the 26th, but if this is going to change, I need to get my legendaries NOW before the change. Even the old nerfed cards will become unobtainable from packs?
What do you guys think? Is it going to be retroactive?

I've got no proof for you but I strongly believe the new system will track history only from the moment it starts.
Tracking history of before would make no sense as nobody was aware of this restriction when they disenchanted new cards and their decision was influenced by another existing system. It would be totally unfair to change the result of decisions they made under different rules.
Furthermore I don't think Blizzard was tracking the collected cards before, this will most probably be added with the patch introducing the new system.
Still, a written confirmation from Blizzard would be nice

There is no possible way for this to apply retroactively. In order for it to apply retroactively Blizzard would have to have some way of tracking what you've disenchanted in the past, and Blizzard have made it very clear this does not exist, as the system only tracks the last disenchanted card and CS is unable to recover any disenchanted cards for you.

This is quite a valid point and again I strongly hope it will only apply for future disenchantments otherwise it would cause an even worse problem almost forcing you to recraft "old" disenchanted cards and loose a lot of dust (Not many people can afford to get all the epics of an older set and be lucky enough to open the disenchanted ones which would again be totally random)...

I already follow the rule of "don't ever dust nonduplicates" also with the new rule, youll be able to get all the cards you need from packs so no need to craft anything if you have some patience. If you must craft, you won't get it again from pack anyway. If you need dust, youll start getting dust once you own all the commons, than rares, epics and legs.

Well you'll need between 200 and 250 packs to get all the epics of an expansion so there won't be a lot of dust from legendary or epic duplicates. In addition to that, you can no longer disenchant golden non-duplicates because they will be considered obtained so you won't get the normal version (unless you have all cards of this rarity and are lucky). We might or will end up with less dust than before...
This change some considered as very good for players might in some cases (small pack numbers obtained,...) but might be a double edged sword...

I had planned to dust these golden legends near to completing the classic set to get the dust from them and then re-pull them from packs in non-golden, completing the set.
I also have some golden rares and epics with out 2 normal copies that i also wanted dust and to re-open in non-golden

Also i saw that Illidan's classic legendary is getting renamed and new art, do we know if will dust be given out for that change? as that may affect if i should dust my gold copy.
I am wondering if the no duplicate rule from commons to epic already applies for the second copy, or instead applies only after you reach the two copies limit. Because in the former case you can't find a second copy of a powerful epic until you have found all epics for that set, and this can make crafting mandatory for a lot of good and expensive cards.

Based on gut feeling, I would dust the golden copies you don't use before this "no duplicate" patch.
There shouldn't be any refund for cosmetic changes

That's pretty silly.
You'll get exactly as much dust as you do now. You won't open less commons or rares or epics than before, only no duplicates at first. And if you open a large amount of packs (let's say 100+), it makes virtually no difference, since you'll likely end up with all the commons and rares and a large amount of extra copies anyway.
The only difference with the new system is, that you won't miss any of the lower rarity cards and won't have triple epics either. Still, the amount of dust you got is the same, if you just disenchant the cards you don't like. And if you'd rather keep a card you don't like than disenchant it for a card you hope to get, you might as well say that you'd be more happy if you never got triple epics or rares in the first place. Would you rather have 20 extra copies of rares for dust while still missing 10 rares you need to craft, or would you rather have them all right away? And in a fairly reasonable number of packs I'd add.
The only "issue" is with epics and crafting. Normally, you might get a few extra copies of epics, and use those copies to craft others, and now you won't get those, and instead have to disenchant new epics, and you can't get them again for a long time. But again: Would you be more happy opening a triple epic which is just 100 dust, or have a shot at opening a new card entirely, maybe one you wanted to craft anyway, worth 400? And if it's unrealistic for you to open all epics, wouldn't you end up in the same situation, where you end up with gaps in your collection you'd never fill?

You lose the possibility of opening them in a pack (which was pure benefit) as long as you didn't obtain all cards of the same rarity
