First I need to make something clear: This will apply to dust refunds for NERFS, not HoF rotations.
The issues is simple: When you are guaranteed to get missing cards, you should be able to DE nerfed cards and be 100% sure you get them in packs if you have all other cards of that rarity. DE the cards you got and open another pack, which you pretty much know what will contain. This will be a very effective way to get a lot of dust very quickly, and it should apply to goden cards as well.
This has been an "exploit" for legendary cards already, but as it is so expensive to get all legendaries of a set already, and you open legendaries so rarely, it is not an issue.
In comes duplicate protection for rares and commons.
It works for epics as well, but but getting all of them is also already quite expensive, even with duplicate protection, and you are only guaranteed to get 1 in 10 packs.
Will they change dust refunds, or let indeed let us buy packs with LOADS dust of guaranteed? I don't believe they have not thought of this...
A dev has already confirmed that this won't work. Once you open a card, the game will designate that card as 'collected' in the context of the duplicate protection policy. If you disenchant a 'collected' card, the game will treat it as a card you own, as far as subsequent duplicate protection is concerned. This implies that if you own the whole set and disenchant a common, duplicate protection won't trigger, and the next pack you open will award random commons, and not the one you just disenchanted.
The source is some post on Reddit or Twitter. Just read it today, can't remember where exactly.

Ok, thanks. It makes sense.
Unfortunately it also means is not safe to push the button, as they might not change the refund policy :-(
Also, it means I can't I DE cards to try to hit specifc Golden's :-/

Not exactly, after you collect all commons from the specific set, you WILL get dups. But first, you'll have 2 of each.
So you CAN, but it'd take you more time to get there each expansion. Same for rares and epics, but commons are just 4 a pack, so they should add up quickly enough.

I think you misunderstood.
My plan was to DE the card I wanted and then open packs until I hit it golden. If the card is already "collected" that is impossible.
I was thinking about this duplicate protection and ok, this makes sense. Otherwise people would just craft all cards from one expanion besides 5 legendaries and disenchant only them over and over to get 5 legs from every pack. This gived 2k dust per pack, after like 20 packs people would have enough dust to craft every card from expanion

Getting all commons will get you more rares etc. The "quality" of each pack was never changing.
Getting all commons and rares will be done veeeery quickly now, but once you get them all, you will simply get duplicates like before.
I am curious about how this will effect epics. Before there were any duplicate rules, getting all epics and all legendaries was actually about as difficult as you would need to hit a lot more epics.

I actually got you :)
My impression is golden are a different rarity for this matter. If you get a golden, it has normal rarity distribution, so it's possible you get that common in golden, even if "collected".

It used to be that if you had all legendaries from a set and wanted a specific one in golden, you could disenchant that legendary and open packs until you hit a golden legendary. Then that legendary would be guaranteed to be the one you were missing.
But if a card is counted as collected even though you've disenchanted it, then the next golden card can be anything. If the no-dupes rule had worked like it used to do with legendaries, then you would be able to guarantee which card you next golden was going to be, thus digging for specific goldens. Unfortunately, that won't work.

I see your point now. That, I didn't know.
We'll see after we get all commons, I guess, but I think you'd be correct.
I had one copy of a rare and a golden copy. After I collected all other rares in the set, the next rare I opened was the second copy of the rare. So I think the same would work for legendary.
Based on my example above, I have a golden Black Knight, but not regular. I'm predicting after I collect all regular copy's of legendary then next one won't be duplicated but will be guaranteed regular black knight.
This is assuming you have not disenchanted copies of the card, since the system actually remembers what you've opened and not just what's in your collection at the time you open the pack.
