It is something I have noticed recently by paying attention game by game. The cards I discard at mulligan are among the first to be drawn in the first couple of rounds. They do not seem to go back randomly in the deck. Is this working as intended?
I just wish you couldn't get a card you mulliganed away back as a mulligan. Turn 1 draw, OK fine... but if I put back, why am I drawing you again before the game starts?!?!
it's completely random. So a card that has been put back can be the first card drawn but also the last. Unfortunately it just always feels like you draw it right back again but if you're really honest, it's just bad luck.

You can't get it, you can get the other copy of that card if you have two in the deck but you can't get the same card

And to answer OP's question, you haven't noticed anything, was just luck: "Replaced cards are shuffled back into the deck after the mulligan is complete, ready to be drawn during the match. It is therefore possible to draw a mulliganed card at any point in the game with equal probability, including the very first draw of the game on turn 1."

I hate it when I have 2,3,4, mana cards and then I swap them for 7,8,9 which get annoying also with just having spells and no minions in the first 3 turns really hurts depending if you have offensive spells or secret defenses.
