The analogy to WoW seems bad as level cap in WoW doesn't relate to hero starting Health in HS. It's like comparing apples to earthworms. Totally unrelated.
Regardless, the whole game is designed around 30 health. Changing it to something else would require massive changes to the game. It would be a totally new game.
As Tardis said, the entire game is built around the 30hp base line. Everything is built on that foundation, from minions to spells to hero powers. Changing it to 40 would require an entire re-evaluation of almost every card ever printed, so no this is not even remotely viable. If aggro is too effective the solution would be to address the problem card itself.
first up: I think the better answer is to do what they have always done: nerf cards that are too strong and then you are fine with 30 hp. Corridor Creeper for example was a card that was making 30 health be not enough back when it was a 5/5.
That is a better solution in my opinion since cards like malygos, leeroy, pyroblast, etc are all designed around 30 health. I think your change would heavily push the game into a mid-range-only direction, where 80% of games are decided by who has board control... Unless you also change a ton of other cards along the way.
That beeing said. The idea is still kind of interesting. Maybe just as a 4 week event or something. I just think 40 is a complete overkill. If they did 32, the game would still shift a lot without outright killing certain cards and strategys.
Why ? this would kill all aggro decks, +10 health is a lot. When old Priest's quest was in standard, it was very difficult to win against it as an aggro deck if they complete quest. Then you would have Leeroy combo decks everywhere, which somebody was complaining about yesterday.

To be fair, raising starting health to 400 would give combo decks some breathing room against extremly aggressive face decks.
