Who is to say that those people who queue up with aggro and quest shaman haven't lost 5-6 in a row either? I personally use casual to complete quests, which these days really only require you to play 1 of 3 classes. If I already have a deck of a class I need for that quest, I'm not going out of my way to make a meme deck just on the off chance I might get paired up with someone else who isn't playing a proven deck.
Name aside, casual is there for anybody with any deck who doesn't want to play ranked. If combo was on top, why should someone be forced to lose rank while learning how to play the deck?
As for making a new mode designed for people to play off meta decks? If there wasn't a feature to prevent top tier decks, I don't doubt it would turn out just like casual is now. As someone said earlier, make friends with people who share your casual beliefs and play them.

While I disagree with the players in this thread that think it's easy for Blizzard to implement some sort of 'forced actual-casual mode' (I mean, what metrics would they use to determine 'casualness'? Programming an algorithm that could detect an archetype based on a deck containing a set of X cards, and then banning that archetype if its WL rate against other decks is too high seems like waaay too many man hours for a very small issue - and most solutions less complex than that could still be gamed and lead to a competitive metagame within the casual environment) - your thread seems to imply that the only way to play Hearthstone (and by extension, competitive card games in general) is to do so with no limits and thus only at a competitive level.
Playing card games competitively is fun - but then, so is playing with jank, against other decks of similar power levels. I'll use Magic as my example as that's the game I've had the most casual experience - but I've had magnitudes more fun playing around the kitchen table with my goat deck as opposed to playing in PTQs with whatever's doing well against the meta at a given point. Beating someone with a Titan, or a Cavalier, or whatever else is super strong these days is par for the course. Beating someone with giant flying indestructible goats? Those are the stories you remember and tell others in the community.
Of course, everyone has their priorities, and it's fine to prioritise casual (the actual gamestyle; not the misnamed mode in HS) or competitive ahead of the other - but to imply that casual card gaming isn't important is folly.

Ok, fair enough. Didn’t mean to make it personal. I understand the frustration but people are going to play whatever they enjoy playing. To some people killing someone on turn 4 with aggro Druid is fun (my fastest lethal to date!) and for others it’s messing around with weird combos and super greedy value decks. Personally I enjoy both. I used to play casual a lot a few years back but I just play ladder exclusively now, even if I want to try something new that more often than not falls flat on its face.

I find that people that are jerks are generally the least creative people as well. They do things to "spite" people, but generally are just the least skilled players that need something like Odd Pali or Secret Mage just to climb.
How would they define an "off meta", or "net" deck? There's generally a few variations of each top deck... Ban all of them? Can you just change 1 or 2 cards? Ban every deck that's ever been listed on a website? Would they just ban all cards that are used in 30%+ of ladder decks? Or, cards with a + winrate? Wouldn't leave much to play with... Even "meme" decks tend to abuse at least a few cards popular in the meta. Arena is generally where you need to go of you want random evenly matched decks.

Their real mistake is in bothering to justify themselves to you in the first place. Casual is for playing the game without risking stars. Period.
No one ever promised it would be anything more, or less. It is not immoral or impolite to use it for any reason, with any deck.
Just because you personally don't like it, doesn't make it wrong.
If you want to dictate what cards or decks people play, it's up to you to police that among your friends. Blizzard does not need to spend development time on something that's already solved.

This very thread is proof that people are playing (and presumably losing) against meta decks with their casual decks. People also tend to have more than 1 deck and not required to queue up endlessly with a single list. If I personally need 3 games with a shaman, I have a really bad otk wild deck that very rarely gets a win. If the next day I need 3 hunter or warrior(Don't currently have either) wins, I just auto complete the current best deck and bang out 3 games off the back of 3 losses the day before. It's not difficult to get numerous losses in a row when you aren't trying to win. I choose to play in casual so I don't have to try hard. Regardless of how easy or hard a deck is to pilot, I can muligan and play however I want without risk of losing rank.
As for banning cards, well that really bad Shaman OTK I play for quests is a wild dragon list which requires Shudderwok. Probably a card a lot of people would Ban given the option. You couldn't actually go about making the system to accomplish this in a way everyone would agree with.

remove gold rewards from casual wins and you remove a lot of the aggro decks.
