I believe the sole reason is Priest's Galakrond. His HP is incredibly bad, but there have been a few lists that utilize Princess Talanji to have a late-game threat. But that won't make up the horrible card that is Galakrond, as most other Galakronds instantly make you gain tempo or atleast influence the board state.
It's why Quest Resurrect Priest has been slowly climbing in playrate again.

Quest Ressurect Priest is pretty ok! But its often hard to keep up with very early aggression. It is also killed by shirvalla Paladin and can't outvalue infinite Shudderwocks from barrista -galakrond shaman.
I am, and it is not the best deck out there. Sure it beats rogue better than majority of other decks, but it isn't that good against Shaman, and you can't really outheal Face Hunter. I mean, Omega Medic is nice, 3/4 healing for 10, but it only comes down at 10 mana, and by that point, you are very likely to be dead. Divine Hymn is another option, but it isn't very strong against other decks.
All in all, all these things you mentioned are techs, and you can't have all 3 in the same deck. So you pick one, and you generally lose to other two.
Although I see where you are coming from. It still is a nice deck. Just, not enough to be a top deck.

I wouldn’t say priest Galakrond is bad so much as it isn’t suited for this meta. The battlecry is really good, getting rid of 4 minions is nothing to sneeze at. The hero power though is better suited for a value game against control decks which there aren’t many of on the ladder right now.

I like the galakrond for tempo but in this meta is not really good too
I think priest is fine. Its just that most ppl dont like the Class overall so it only gets played much when the Class is op. Also they are always a Control Class wich i think is kinda boring. Other Classes like Warrior or Druid switch between Aggro and Control decks from Time to Time.
Shaman have infinite minions generation without giving up tempo, how removals help? It is just a question of time to you run out of resources and the shaman win.
I feel like priest's Galakrond is hard to pilot also. I mean you have so many cards in your hand some probably not going to get played, a lot of RNG there. i have lost several matches just because I was trying to pull off some combo with the random minions and it didn't happen the way I thought it would. I also think there is still room for improvement on the priest deck lists, Galakrond or not. Maybe still some nasty combo deck waiting for someone to create. Priest will definitely be able to challenge shaman now, but perhaps less people will play shaman now anyway.

In the first few days I was having a lot of fun and pretty good success with thief/dragon/highlander/Galakrond priest. (dragon not so important)
Was playing most of the thief cards (even crafted Cameleos I was having such a good time). Had something great to steal and utilize from every opponent. But I doubt it would be any good now that the meta is what? DR rogue, face hunter?
Priest Galakrond is kind of a dud. The minions discovered from the hp should have had a mana cost reduction by at least 1 if they are to have any hope to keep up. The Maniac is basically unplayable, I can’t see how Priest can afford to spend 4 mana on a 2/2, rush or not. Even the disciple 1/2 Ive found to be pretty underwhelming, it doesn’t really trade into anything. So you have to put several lacklustre cards in your deck on the hopes they give you useful minions, all the while falling behind. The Galakrond battlecry is awesome if you have minions on board and want to clear to go for the throat. But good luck having board control in this deck.

One nice little thing against Shirvalla paladin is Hakkar. I have Hakkar in my Quest resurrect priest and it shuts down decks like that quite often.
I've been playing basically a Quest/Resurrect version but using Grave Rune which comes in super handy on Convincing Infiltrators and Khartuts.
It's pretty vunerable to SUPER aggressive aggro decks, especially if you do not draw removal. But i'd say I have a good 60-65% Winrate with it. It is a bit slow and control-y but I actually enjoy that.
It's unfortunate but I just don't find Priest's Galakrond very good. I think it just doesn't fit the meta right now as opposed to just being a BAD card. It might just need refinement. I'd love to do some sort of Combo Quest/Ressurect/Galakrond but the nature of invoke cards it just wouldn't fit together well.
I've been experimenting with a quest ressurect priest since uldum, and now I came up with a list that can obliterate pretty much all midrange and control decks, its only weakness is extreme aggro like murlock shaman and burst/combo decks. But still those are minority and even if you stumble upon an aggro deck once in a while you can beat it if you get a good draw. You always need penance and waterbearer, ziliax or mass histeria are essential too. I'd say if you survived till turn 5 you mostly just win. If you dont believe me check out my deck list for yourself, I will post it in my profile. Also I will post some data from decktracker when I go back home, Its winrate is 60% or above. If you were looking for an op priest deck I promise this is the one
The Priest Galakrond itself is an excellent card. Infinite value is nothing to sneeze at. However, the problem is that Invoking is incredibly anti-tempo, which is extremely important in the meta right now.

This is pretty similar to what im using. Outside of a few card choices and it does pretty well. I haven't thought about using Vargoth...but it makes sense. Have you tried tossing in Zerek's? It's pretty darn good.
I'm playing priest a lot right now. While a ton of fun, galakronds ability is way too random to be reliable. There are a bit too many below average minions for it to pay off.
I've noticed though, that most of these bad minions come from witchwoods, boomsday and rastakhan's. So next rotation he will get much much better.
Also, hyper value decks seem to beat this deck with ease. Now that shaman got nerfed, i threw in. 2x Mass Dispel and 2x Cabal Shadow Priest since rogues are extremely rampant at rank 5, but even then you heavily rely on getting these techs before they get their necrium deathrattles.
vs other decks i dont seem to have too much issues though, except galakrond shaman ofc.

Vargoth can be pretty bad sometimes, but its worth fot mass ressurection, trust me. As for zerek's I think its great in the deck, I just dont have it myself :p

I agree with what you said, I also think mass dispel is great. Be sure to post your decklist, I'd love too see it
Control priest has removals against shaman, silence against rogue and heal against face hunter so why no one is using it?
Favorite Cards: 1. Lord Jaraxxus | 2. Malygos| 3. Edwin VanCleef | 4. Zephrys the Great| 5. Deathwing

I am having fun with combo Priest. It deals with most decks pretty well.
Combo have a good chance vs shaman, control is a lost cause.
