I feel you man. The same shit happened to me at Gadgetzan expansion. I don't remember the details but I ended up with 2 legendaries (one in double at the time) and they were the shittiest of the set. I almost left the game as I didn't sit on tons of dust at the time and couldn't afford to craft what I really wanted to play.

Just to be clear, they didn't REALLY give away legendaries... They usually do 1 free neutral legendary, but a legendary that adapts to suit the classes would be complicated, so they did 5 seperate class legendaries. It's not like you can build 1 super deck with all 5 of them, and they weren't "random" legendaries. Calling it 5 free legendaries is kind of silly.
You are either lying or you have overlooked one - Even with the worst luck and drops only on pity timer you would get legendary on your 10th, 50th and 90th packs

One thing though when you speak about expectations: can you really say 1 legendary in 20 packs is "normal" expectation?
The only guarantee is 1 in 40 and the fact the the average luck player gets 1 in 20 in no way guarantees the result of your pack opening. There is a huge gap between lucky and unlucky players which leads to the first ending up with 4 times as many legendaries and that is quite a lot. A luck gap of 2 would make much more sense from a gamer point of view (not from a gambler point of view) but what are exactely CCG?
Don't they do stand a little in between gaming and gambling, don't they? Then isn't 4 a more logical number?
I'm not a gambler and I would prefer every twentiest pack to hold a legendary (opening a good one seems enough luck for my nerves) but that is not the deal offered by Hearthstone.
I fully understand people leaving the game after unlucky streak but maybe the expectations should rely more on the amount of dust gathered than on the legendaries opened because most times you will end up crafting the legendaries/epics you need to make your deck and the ones you opened might end up covered in webs in your collection...
Oh this is very sad to hear. I know lots of other paying players suffer from this in one expansion or another. The truth is this is really a gamble. And I experienced this too in some expansions. But every paying player must be ready for this because we already know a very good or bad opening of packs will happen.
BUT WHAT IF... Instead of 1 RANDOM golden legendary, it will be more rewarding and fair for pre-order customers to be shown 3 golden legendaries at the start of the expansion launch, and they can choose 1 to keep. This way, it involves rng but still allows us to choose a legendary we kinda like and not just a random (often useless) golden one as reward.

I feel you OP, that really sucks man. I'm glad I never buy more than a few packs with money each expansion. My chances of hitting lottery are very slim with only 10-15 bought packs but at least this will never happen to me. I'd feel cheated, stupid and miserable after an opening like this.

First, the pitty timer is 40 packs not 30. Check your data before you post. Second, Blizzard only guarantees average drop rate for legendaries which is one legendary per 20 packs. There is of course variance to this so it is not guaranteed to get that many legendaries but you can also get more. OP got really below average result and I fully understand why he is triggered. I would be as well if I would pay the price for new AAA game and got one fifth of the content.
I feel for the op. I myself opened 107 packs (prepuchased) and got 4 legendaries (including the guaranteed on from the first 10). Not the worst outcome, but definitely below average.
I personally hate gambling. If we enjoy playing hs and want to be somewhat competitive, we have no choice but to "gamble" with packs, whether it be with real $ or with gold.
