Close the Battle.net client (make sure is not running in background, click in exit in taskbar if was).
Open a Windows command prompt (cmd.exe) as an administrator
Type ipconfig /flushdns and press enter
Type ipconfig /registerdns and press enter
Type ipconfig /release and press enter
Type ipconfig /renew and press enter
Type netsh winsock reset and press enter
Restart your computer and launch the Battle.net client

You can't make worse, all the commands is only to clean the cache dns and restart the modem configuration in case is a local issue in your network, this message you post is about the server problem, not yours.
