I don't know - I really like the Druid, Rogue, Paladin and Mage quests - When you first get the druid reward going you can easily overwhelm your opponent. The Rogue quest allow for a more control oriented rngesus theif rogue - had a match yesterday where I was able to outlast and outvalue a control warrior, won the game by playing Tess and getting a buffed up Gromash. The paladin quest allow for a deck that is almost impossible to outvalue as they keep spamming the board with hard to deal with minions like Mechanical dragon, mechanical egg and reborn minions. And lastly the mage quest is just overall value - being allowed to get a spell that cost 2 less is really powerfull.
It only seems OP when it actually manages to go off in late game.. but it loses quite a bit to a lot of decks.. you often need miracle draws to win a lot of games

I had a crazy game against a Quest Paladin with a homebrew Quest Druid. I ran Elise into double Zephrys, I chose from both the Cabal Shadow Priest, and then I did Barista Lynchen to get 2 more Cabal Shadow Priests, and then Floop in Cabal. I stole 5 of his mechano eggs/mechanical welps he created with hero power. He conceded after the 5th Cabal Shadow Priest.
Quest shaman is a very very slow deck, especially at the start. It feels almost like control warrior to me. Do I feel like control warrior is op? Yes. But for some reason I don’t think that the super slow start before the quest completion is as strong as warrior’s.
As a fan of the Control-oriented Quest Shaman list, I can say it's definitely not OP. I can get beaten easily, and in my line-up, it's the worst deck I have. If you can Quest into Slurper into Lackey into Wasp, it's very strong, but you need an amazing draw for that too happen. The problem I think, is the amount of low-value minions, that become more and more redundant as the match progresses. Apart from Shudderwock/Elysiana, there's no win-condition. You can go toe to toe with a Control Warrior, but you lack their removal for other match ups.
In short, it's fun but it's by no means OP.

Currently playing Dragon Galakrond Priest, Dragon Galakrond Warrior and Highlander Dragon Hunter.
By the numbers, the Shaman Quest is about as good as the Druid Quest - both decks are about 51% on HReplays. The Paladin Quest is around 54%. Folks can decide for themselves how "OP" those numbers are.
Given how Blizzard has responded to the two most recent expansions, it's likely that we'll have an Uldum balance patch before the end of the month - any "old" decks with high play-rates that don't use many new cards will likely be nerfed (Control Warrior is the most likely candidate). Given the data, it's very unlikely that any of the new Quest decks will be under consideration. But, we'll have to wait and see . . .
Any deck based on 1 cost minions that barely get ramped up is weak and dumb to play. I haven't lost once to a lackey deck as removal is quite easy. Even their ending with Shudderwok just gets them a few health and more lackeys. It's crap and people just play cause it's easy to play and popular. Then they come here and cry cause wah wah wah control warrior was mean to me.
Stats arent always the absolute truth if you can play a deck properly. By that statement you seem like a noob. I've been playin quest rouge, and made it to rank 15 just playing that, then switched to highlander hunter and the only deck that beats me consistently (around 30%-70%, maybe more, i'm honestly not sure) is murloc pally, currently at rank 10 in around a week. It is definietly tougher at this point to grind myself higher, but it seems possible. Warlock and warrior quests are probably garbage because both class has better decks without the quest, but priest might become viable next expansion from the looks of it. (By priest standards, obviously not tier one, but definietly not garbage) Maybe try playing the decks instead of just looking at numbers mate.
Ps: hunter quest could be a bottom tier 2 deck, currently i dont have the dust to try it, but it seems to be able to pull off quite a lot of burst damage by a suprise.
Edit: oh yeah and mage quest was obviously meant to be played by the people who love casino mage (which never was a powerful deck, because you know, casino?) including me, but it can be suprisingly rewarding when it works. Have you tried to play this game for fun at all?
But to say something on the topic too, it is okay. It can seem op when it manages to pull off the combos that gives the core of the deck but most of the time, it doesn't. I got the shaman quest for free, so it was one of the first decks I played this expansion, at that time it seemed unstopabble, but now that we've got some more competitive decks it seems fairly balanced to me. Shitty early game, mediocre midgame, crazy lategame combo potential, and of course shudderwock. Most of the times you just want to take the board early on against it, then most of the times you just win the game.

Whats your opinion? IMO shaman quest is much better compare to others. Value from double battlecry is just too big.

To early to say but Propably Not op loses a lot vs certain Decks.
Well, I played several games with my simple 3 months old Shaman deck against Quest Shaman and I do not remember to loose any game.
In general, new quest decks seems to be very week.
