Having a lot of fun with him in my singleton shudderwock deck. 2 mana hp Zephyr + Barrista is some smoking hot value. Played on turn 2 is acceptable as well as he gives Brightwing making a nice curve for the quest.
I imagine that is very difficult to code, since Avenging wrath calculates the damage after every 1 hit. So it's not just as easy as it being an 8 dmg card. It's 1 dmg done 8 times. My guess is Zepherys is not really built to consider Avenging Wrath to be an option since it would have to know that it is 1 dmg done 8 times and it is impossible to calculate where those 8 hits will land. Maybe when nothing is on board, he only sees Avenging Wrath as 1 dmg to the face
The same happened to me too. My opponent was 9 hp and i needed Pyroblast for next turn, but ... he gave me Ysera, Gorehowl and something absolutelly useless.
What turn was it? If you were doing this on turn 8 he wouldn't offer you a 10 mana card for next turn. Even if you had Coin in hand to be able to play a 10 mana card on turn 9, because as Peter said in the reveal he does not consider your hand when choosing what the perfect card would be.
I found this out by playing him on 8 while thinking it was later than that, and he gave me similar options. Opponent also on 9 hp that game.
It was turn 9+ and i cleared the board, went face for max damage, played him last with my last 2 manas to give more information that i can't play anything else this turn to exactly play Pyroblast next turn.
Definitely has some randomness. A couple of times now bloodlust would have been lethal for me, and it has not given bloodlust as an option despite having 5 mana available (note: both times taunts were involved and I was given silence effects so there is probably a pattern I do not see yet).
So, here's the deal. My Warrior opponent has 8 HP left, and an empty board. I play Zepherys at 8 mana and then have 6 mana left. He offers meFireball, Eaglehorn Bow, and Pyroblast. Which are, of course, good face damage cards. But my question is.. WHERE IS MY Avenging Wrath???
EDIT: And before anyone asks, my minions had already attacked, and my hero power had been used. None of the cards he offered me were same-turn lethal given the game state, where as Avenging Wrath would have been.
You're not wrong in that Avenging Wrath would have been lethal, but Zephrys the Great is not intended to always provide lethal for you. His power is to wish for a card - and the card is intended to be useful for your current position, which can often be a lethal solution. It is not the card's job to scrawl the card database and always provide a lethal option however. This actually serves to show that perhaps the card is slightly more balanced than originally believed. It is not an instant I-Win card, no matter what.

I HOPE he considers the Hand, because otherwise the card would really miss lethal even more often. The scenario was quite easy:
Opponent was on 4 Health. I could use my Hunter Hero Power as well as Baited Arrow to end the game. Just for fun I used Zephrys first and he offered me MCT and other minions, that would not finish off my opponent. I assume that he knew, that I already had lethal and therefore did not give me something like Arcane Shot or Frostbolt...
Therefore he absolutely needs to consider the own hand or the whole mechanic is just not as „perfect“ as described.

Control is like Chess - using your given resources wisely.
Aggro is like Russian Roulette - Hope to topdeck the right card/ hope for the opponent to topdeck the wrong card.
Parallels to the IQ of the players of both games are, of course, coincidental ;)
Answer: https://twitter.com/Celestalon/status/1156692376523595776. Zephyrs will not consider RNG based options when calculating lethal. Which means he might actively be programmed to never offer up Avenging Wrath if your opponent has 8 Health or less, you might still RNG your way to a win even if your opponent had a full board.
That is if Avenging Wrath even can be picked (Remember; Zephyrs doesn't actually consider every card in basic and classic: some cards are left out.) If it can, it's also grouped in the AI under 'board clear' or along those lines, and since your opponent doesn't have a board: no need to offer a board clear!
Your wish was his suggestion. Denied.

What secrets you have up? If you have explosive trap, fireball is the play
Zepherys does not consider Secrets

According to this article, opponents secrets are considered to some extent when offering cards.

That's good Zephrys should have a limit
Love is pain but I'll endure that pain if that's what it takes. 🖤
He’s trying his best okay
Freaking Mage froze my board and played doomsayer. Then I played Zephyrs and I was hoping polymorph, hex or silence, guess what I got nothing useful.
Dead but dreaming
Have you guys been getting Blood Lust and Savage Roar from Zephyrs? I am not. Alternative lethals, but not those cards.
I got Savage Roar couple of time from Zephyrs as a finisher.
Dead but dreaming
Yes, both, playing Highlander Hunter

When you do get lethal from him though, it's a great feeling. Probably my favourite HS card in a few years.
interesting, because he offers the guy who swaps health with attack to kill doomsayer

Highlander mage is prolly the only mage deck I like at this point
